President W. in the '90s
Suppose that Clinton had been impeached and/or removed somehow in 1998. Could be Lewinsky or whatever reason. Handwave it. Have an election result, West Wing-style. Handwave it. Have one-term Texan governor George W. Bush be elected. Handwave it.

Um, if Clinton is forced out in '98 Gore becomes President.
I suppose there could be a crazy scenario where Bush storms the '96 nomination and defeats Clinton… but that's bordering on ASB almost as much as your handwave election. (Incidentally there was no handwave election on The West Wing. The speculation is that their 25th Amendment didn't pass until after 1974 and therefore their electoral calendar shifted in '74 with Nixon's impeachment and a special Presidential Election. Hence they held elections in '94, '98, '02 and so forth.)
