US military action over USMC Col. William Higgins or Lockerbie

Could Pres Reagan, in his last yr as US pres in 1988, have poss authorised any military action over things like the HEZBOLLAH kidnapping & hanging of USMC Col. William Higgins (who was serving with UNIFIL), or the Lockerbie bombing ? WI he'd decided to undertake robust military action in relation to either or both of these events against say Syria, Iran or Libya ?
