What if the Chu had won the Chu-Han War?

Following the collapse of the Qin Dynasty, two major succesor states, Chu and Han, under the leadership of Xiang Yu and Liu Bang respectively, vied for control of all China. What would have happened if the Chu, and not the Han, had triumphed and established an imperial dynasty? How could this have happened and what would the effects on history be?
 
Not really...I suspect that Xiang Yu would have left his mark on the new dynasty. For a start, it can be safely said that such a state would be cruel, somewhat loosely held together, and similar to the Han, but closer to the Qin in some respects. I know he'd have given the Xiongnu a run for their money...
