If you mean "can the CSA watch as the RN demonstrates why it sucks to oppose the world's naval superpower when you lack a fleet", then yes.
 
Well, let's see.. The main problem with having the CSA fight with Britian is that, as has been said, Britain was the naval uberpower at this time, and the CSA might not have much of a fleet (Or it may have a large one- considering that tehre would most likely have been a Union blockade, they may have tried to fix their vulnerability to more blockades), and that Britain would be a major market for Southern cotton.

So let's propose the following scenario. The CSA wins after a long hard fight, there was no Emancipation Proclamation and any slaves freed were simply re-enslaved. State's rights basically die in the US, which makes many moves towards becoming a large unitary state. It also ends slavery. Meanwhile, Britain continues to trade cotton with the CSA, which has a somewhat large military because of fear of a US campaign of re-annexation. In 1890, a new government comes to power in Britain, and promises an attempt to end the slave-holding policies of the CSA, which are met with disgust by most Britons, and indeed most people in the world

The Confederates are pretty pissed at this, and around this time, the Boer Wars are starting up in South Africa. The Confederates sign an alliance with the Boers, and everything really goes downhill from there. The Confederates first basically ruin their navy in a disastrous attempt at a Blockade in either the Cape Colony or even Britain, and are basically unable to help their ally in the Boers. Then the British attack the confederates after they refuse to give up and demand resumption of Trade.

After the war, though the Confederates lost no territory (The United States thought of joining in, but was moving closer to Germany than to Britain), they were forced to free their slaves. And as it would, migration from the CSA has resulted in a majority black CSA, where the blacks aren't too happy about the years of bondage..
