Germany turns East - sort of - in 1990

When the possibility of reunification came along in 1990 for real for quite some time it looked that if the German reunification were to happen at all, Germany would have to leave NATO. For a number of reasons including the impeding collapse of the USSR and some hard bargaining by Helmut Kohl, the gravitationally challenged.
Now, all of that doesn`t happen. Germany, faced with the option of either no reunification or Neutrality leaves NATO and changes to EWR-status within the EU. (That would mean it still could export easily, doesn`t hinder imports but doesn`t interfere with EU politics-like Switzerland or Norway)
Since the West isn`t exactly thrilled by such a move exports slow down and Germany looks for new markets in the East. Recognising a bargain sale when they see one DASA obtains a lot of the Russian and Ukrainian aerospace industry when the USSR collapse makes it possible. There is a joint Russian-German space programme since Germany backs out of it´s Space Station agreements.
Since it is required by about everybody the German army (680.000 personal at reunification) is reduced but remains an army mostly geared for defence instead of intervention.
What next-how will things happen at the collapse of Yougoslavia and Desert Storm. How would the West react to this?

Why would Germany change their status in EU (Wasn't it EEC back then? Nevermind.)? Just because they are neutral it doesn't mean you can't be in EU. Ask Finns, Swedes or Austrains.

Space Station agreements? Is that another thing Germany isn't supposed to do b/c of the crimes of its great-grandparents?

Germany's eastern border is still at the Oder-Neisse (in short, no Prussia), right? I figure if they're buying up lots of the Soviet bloc's aerospace industry, perhaps another bargain could be made.
 
I introduced Germanies semi-retreat from the EU since in such a scenario the West would probably be far less happy with reunification. It could either be another of the USSR wishes or a reaction of Germany to heavy restistence towards reunification from the EU partners. In OTL Germany accepted a number of conditions from it`s EU partners (Like the Euro and the promise that Germany would not have more votes than France in the EU institutions regardless of it`s larger propulation). Here they don`t and all sides agree that they can`t agree. The formerly neutral members of the EU, like Finland, joined when it became clear that the USSR was no longer a factor to protest.
I imagined the eastern border right where it is at present, that policy was fixed long before 1990 and it would be too dangerous to change a thing.
I am not aware that Germany is forbiden to have it`s own space programme, it is just too expensive to have one of it`s own. For the same money that Germany investet in the ISS (and is now quite unhappy with it since US budget cuts mean that the experiments they counted on will be made a lot later) they could have bought the USSR space program lock, stock and barrel, with a lot of modernisation thrown in. Just the thing that a gouvernment which wants some national pride on a uncontroversial subject.
