Maybe something with ballistae and the like, trying to improve torque to get a longer range? Maybe using lighter, more flexible woods to help (though where you'd get said wood at that time is beyond me...)?
Not strictly Newtonian I guess but: I always liked the idea of kites being flown over a town and releasing incendiaries.
