More Australian states

What PODs could be needed to facilitate the creation and maintenance of more British colonies in Aust which later become states with federation ? There was discussion on forming new states from existing 1s in previous yrs (which is legal under the Constitution- don't recall which exact provisions, though), including with the New England region in northwest NSW, and Central Australia (both places in which I've lived). What about also other potential separate colonies which were formed, such as northern Qld and the TSIs, and separate geographical entities formed from within WA ?

Earlier settlement. I think what you should look at is the establishment of the American colonies and the charters and land grants that given them. If charters for settlement were given out immediately following the discovery and annexation of Australia there probably could be several other states. Also these should be large enough to be fairly successful to prohibit consolidation with other states into fewer states.
