Oleg Penkovsky's revenge

Just saw an episode on SECRETS OF WAR dealing with Soviet secrets of the Cold War, which included 1 segment on Red Army officer Oleg Penkovsky during the early 1960s, who worked for the British secret service in acquiring precise secret military info due to his disillusionment with the Soviet cause. Apparently, Penkovsky was so embittered with Soviet society that he harboured thoughts of wanting the West to launch nuclear missiles at Moscow to cut off the head of the Communist system, and he himself would've liked to have taken out the nerve-centres of the Communist Party, KGB and Red Army by planting small nuclear devices in their respective HQs. Now, WI before he was discovered, show-tried and executed by KGB counter-intel in 1963, he'd somehow actually been able to implement this plan by acquiring and detonating small nuclear devices in these buildings ? How different would've been the course of the Cold War ?

Stealing a nuclear bomb and planting it in the KGB headquarters? You sure this isn't in the ASB area of expertise, a nuke in '63 is still a pretty large device and the KGB isn't exactly incompetent.
