Could a new Russian civil war have broken out at any point during the 1990s between competing factions in post-Cold War ex-USSR, apart from the OTL conflicts in Chechnya and other parts of the Caucasus and the Aug 1991 hardliners' anti-Gorbachev coup in Moscow ? What about say the Muslims in Tatarstan rising in revolt against Moscow to establish their own autonomous republic ? I also recall reading an article in FAR EASTERN ECO REVIEW which speculated about hypothetical Russian separatists in Siberia seeking to secede from the rump of Russia and establishing their own nation-state, including by accessing and threatening to use ex-Soviet nuclear weapons. Anybody got any feasible ideas ?
