A different 2000 election

I originnaly posted this in ASB, and no one responded, but I think it can fit here as well. . .

How could this have been a map of the 2000 presidential election?

Bill Clinton and John Edwards defeat John McCain and George W. Bush by 4 electoral votes in history's closest election. The candidates sat at a suspensful 268-268 tie for three weeks until Mississippi came in for McCain, while Hawaii and Guantanamo came in for Clinton, giving former president Clinton a 278-274 a narrow victory over the incumbent.

Could the states have been drawn this way, and the demographics changed for this to have become fact?

But hw is there Clinton in 2000 ? Barring no relevant amendment to the constitution which would have changed far more, then we cannot have Clinton lose either the nomination or the presidency in 1992, that would have left him far too damaged without victory to offset this

So - he does not run in 1992 ? Perhaps Bush Snr captures Baghdad and Clinton realises he would have no chance. He runs in 1996, and is going for re-election in 2000

The alternative is that he wins 1992, loses 1996, and is chosen to run again in 2000... That would be odd and interesting
