In OTL Reagan was helped at the polls by a sudden surge in the economy, so what if that surge had been a drop, well also have Mondale avoid the emberracing statement of raising taxes that hurt him. The economy had been suffering during Reagan's first term and with the recent plummet, Walter Mondale takes the Presidency.
President Mondale and Premeir Gorbachev got along fabulously reducing both nations nuclear capabilities dramatically (even more so than OTL). Both men are credited for ending the Cold War. The Berlin Wall fell in 1988 and Germany was united much to the dismay of France and Britain at the time. President Mondale's support of Germany uniting brought the relations to the two countries to a new high making Germany the United States closest European ally.
The re-unification of Germany, and the end of the Cold War brought an economic boom to America in 1988 and paved the way for Mondale's re-election over George H.W. Bush and Bob Dole. The United States had experienced a new age of liberalism as Mondale's policies proved successful time and again.
Eastern Europe had cast off the chains of their communist overlords and embraced western style democracy by 1990, and with the collapse of the USSR after a failed coup in July 1991, the Cold War had officially ended. President Mondale was able to squeeze the Marshall Plan II through Congress as a multi-billion dollar aid package for the former Warsaw Pact and Soviet Union.
Mondale's most trying time would come with Iraq's invasion of Kuwait in 1990. The US and Saddam had a falling out after the 1988 gassing of the Kurds under which the US placed Baghdad on severe sanctions. Saddam took the downsizing of the US military, the end of the Cold War and the lingering memories of Vietnam, Iran and Beirut to believe the US no longer had the resolve to fight a prolonged war.
Operation Desert Storm begun in February 1991 with a brilliant air campaign that paralyzed the Iraqi military. Mondale's personal distaste for Saddam was made clear in a speech he gave before the nation saying "We will not stop, we will not rest, we will not cease until Saddam Hussein is standing trial at The Hague." This was made clear to the Arab allies, and after some coaxing they agreed to let the US and its allies overthrow Saddam Hussein. The main nations invading Iraq were the US, UK, France, Australia, and Canada. The race to Baghdad took over a month to accomplish and cost the lives of over 500 Americans. With Saddam Hussein captured fleeing to the Jordan border, the war ended with the UN occupation of Iraq.
Shariff ali-bin Hussein, the man supported by the US and UK coasted his way to be crowned King of Iraq in the October election. Iraq became a constitutional monarchy and the first Arab democracy. Saddam's Army was re-armed and trained by US advisors. The bulk of their military equipment was contracted out to Great Britain and France. US forces remained in Iraq until 1995.
The loss of so many American lives in overthrowing Saddam Hussein cost Vice President Ferraro the 1992 election to Bob Dole. Dole had the dissappointment of taking the helm with a staggering economy, and a war weary population.
