Somehow have to turn the Copperheads from a loose assortment of middle class dillentantes into a real revolutionary movement. Opening the gates for a crowd of sickly PoW is not going to accomplish much. Local revolt is necessary.

Do you really need to know more?

The above does not include enlistments into the regular army, the federally-enlisted USCTs, USVs, IHGs, etc, much less state troops (including federally-funded enrolled militia in Missouri), state militia, home guards, etc.

"Valiant Val" et al were blowhards of the highest order, but nothing more.

The realities of Morgan's Raid in June-July, 1863, made that crystal clear.
