That actually happened in the Perwee era!

Adam Adamant Lives was broadcast in 1966/7, so actually the Troughton era, but it is supposed to have influenced Pertwee's costume.

As a Sydney Newman/Verity Lambert production that transports an Edwardian adventurer to the Swinging Sixties, it's not a bad fit for the OP.

The concept of the gentleman adventurer, dolly bird sidekick and arch enemy was obviously "borrowed" from Adam Adamant Lives in the Pertwee era

Time for some back story

Doctor Who was placed into production by ITC who had gained the licence to broadcast to the Midlands for ITV in 1968. The series however was made in London at the ABPC's facilities in Elstree.

Writers for the series included Terry Nation, Gerry Anderson and Dennis Spooner. The concept was one of scale model work and live action combined.

The initial budget for each episode was £25,000 but after Grade saw the first episode of the first series he increased the budget to £38,000.
