Best POD for balkinzing USA?

If by using the term "USA," you mean that independence has been declared, then would "balkanizing" mean that states have formally been allowed to secede or is balkanization more of a cultural sectionalism that is permitted to persist in spite of the general direction the USA would take?
 
No I mean the area of the USA because by saying North America, it's easy to just break Central America into more states
 
Failing of Constititutional Convention might be best change. It can too happen during American Civil War but this is bit implausible.
 
A Confederate victory by mid 1863. The South and North remain divided, Texas and California form their own states, and probably one or two or three states in the interior.

I'd have to agree that right after the revolution is the most likely time. If the Constitutional Convention fails to reach agreement, some states might see the articles of confederation as more trouble than help and just walk away.

Doesn't that make the individual states easy pickings for imperialists? The British Empire would have found retaking all 13 at once very difficult and expensive. But 1 at a time? Certainly more doable.

Certainly -- that's one of the few things that'd keep them together, but the weakness of the Articles of Confederation would probably have forced the US to totally bow to the Brits in 1812 and other cases, showing that it couldn't really protect the states. So, some Southern states, reasoning that the British argument is really with the NE states, might decide to avoid trouble by break ties with those NE states.

The easiest way is for the Constitutional Convention to Fall. What might be more interesting is seeing if we could perhaps get a balkanized US due to a decisive British victory in the War of 1812?
 
The Revolution. Have them fight for different ideals, keep them disunited ideologically. Have them fall out after the Revolution. At the same time keep the British pre-occupied in Europe too busy to plan for a reconquest.
 
The civil war might be the most obvious, but at that point you're going to have 2-5 big states where the US is, if you instead have the constitutional convention utterly fail, you have 13 countries on the coast. sure a few might conquer or band together, but no you are start a precedent of small republics and as you go west I see states breaking off or independent settlers forming their own states

1812-14 is the last point were it is still possible. Even better in during the period before the Constitutional Convention. A stronger Spain/France in the Mississippi would help.
