Germany buys Phillipines

OK, is that plausible, that Germany buys Phillipine Islands from Spain at any point from 1871 to 1898?

Prior to the Spanish-American War, the Philippines were something like a 'crown jewel' for Spain; I don't really see them selling it. However, there might be a possibility for a German purchase following the Spanish-American War. If the Spanish were more lucky in this conflict and able to at least secure a draw, they could have held on to that territory. The ensuing financial difficulties of the Spanish state in the aftermath of the war might then nevertheless have forced them to find a buyer for some of their oversea territories - including the Philippines.

And in such a case, Germany could have stepped in.

And what about other remaining Spanish colonies- Equatorial Guinea or Puerto Rico?

Equatorial Guinea might be of some interest for Germany, as it borders the German colony of Cameroon. Puerto Rico and Cuba however are rather targets for acquisition by the United States.

If Germany had the Philippines, who would end up with the mandate following the Great War? Britain or Japan?

It would probably end up German New Guinea and German Micronesia, under Anglo-Australian-New Zealand administration, but with Japan as well. It would mean that Japan could seize the Philippines early in World War 2

What about Guam & the other Spanish linked Pacific Islands - Carolines, Marianas, Palau?

It will be included with the Philippines. These are all Spanish East Indies. They were never divided until USA came and agreed on the treaty of Paris.

The cultural difference between the people in Luzon from these islands is the same difference as from Luzon and from any other island in the Philippines.

Taking a stab at it:

The Queen Regent was adamant in trying to keep her Empire intact to hand over to her son. She resisted all efforts at mediation on the basis of giving up Cuba so for her to sell, she's going to have to be desperate.

That would be after the Maine blows up. At the time, she strikes a deal with the Kaiser to "sell" him the Philippines with the secret understanding that he would return them after the war with America is over. After the defeat, the Spanish become more realistic and let him keep the islands.

The major drawback here is would the Kaiser go along? He hated the Americans so that wouldn't be a problem but the Spanish are just about through with the Philippines. The rebellion there is going much much better than the one in Cuba and the Spanish really have little outside of the major cities under their control. The US would lose more lives fighting the insurrection than they did in the Spanish war

As soon as war breaks out Japan is going to go full bore for the Philippines. They're simply too valuable to let another power posses. I very much doubt anyone else winds up with them post war.

I'm wondering what the political & economic mechanisms would be to allow Germany to become a heavy investor in the Spanish colonies, and to closely ally with Spain? Is a partnership possible between Spanish empire and German money/industry?
