AHC: Flip Bill and Hillary Clinton's Presidencies

Yes, I know that Hillary isn't actually a President yet, but she's most likely the next president. With a POD no earlier than 1979 (when Bill Clinton first became governor of Arkansas), flip the presidencies of the Clintons, so that Hillary Clinton is president during the 1990s, while Bill Clinton is President at least from 2017-2021, if not more.

Hillary and Bill Clinton move to Hillary's former hometown of Park Ridge IL after Bill looses his attorney general run in 1976. After that, Hillary is elected to the house of representatives in 1978 and serves four terms there. Then, she is elected Senator in 1986 and serves a full term there. Finally, she runs for the Democratic nomination for President in 1992, wins the nomination, and goes on to defeat incumbent President George H.W. Bush and Businessman Ross Perot in the General election. She gets re elected in 1996, being the first Democratic President since Franklin Roosevelt to be elected to more than one term.

After her Presidency came to a close, the Clintons moved to back to the first Gentleman's home state of Arkansas. Bill Clinton ran for the U.S. senate there in 2002 and won a very close election. He was re elected there in 2008 and stepped down after serving two full terms. In May 2015, former First Gentlemen and former Senator from Arkansas Bill Clinton launched his campaign for the 2016 Democratic nomination for President.

Hillary Clinton is nothing without Bill Clinton's presidency. I don't see her getting into elected office, except maybe a safe democratic congressional district. She doesn't have the charisma that Bill does, she's wonky and distant.
 
What the Presidency could look like in this scenario:

Tough. Bill is naturally charismatic and likable, while Hilary is, to be blunt, kind of a walking baggage rack. As I have pointed time and again, there is a reason why until the aftermath of the Lewinsky scandal, Hilary was considered to most hated woman in America - from BOTH sides of the aisle.
 
I have to say it seems rather unlikely that having been a 1st gentleman is not likely to be a base for starting a political career
 
How about this as a set up?
With Hillary being the running mate for Paul Tsongas, winning the 1992, she sees one term as Vice President, as is again runs with Tsongas, who sadly dies after the 1996 Presidential election, giving Hillary, two full terms in office.
A strong republican between them with Bill, coming back in 2013 to win, his own two terms.
