First, a quick disclaimer: I don't support the death penalty. In fact, I despise the concept of it. I am just interested to know for my dystopian story if there is a way of continuing executions, particularly public executions, through to the present.
So the last public executions in Britain occurred in 1868, and around the same time and within the following decades, most of Europe outlawed public executions. In the present day, Belarus is the only country in Europe to still have the death penalty, and it is phasing out worldwide. However, some countries, such as Iran, still proceed with public executions.
Your challenge: With a POD of 1815, have executions still be common place worldwide in the year 2000, and have public executions still occur in the majority of countries in at least 1950, but bonus points if you can continue it to the present.
At least half of the European states must still perform public executions, and at least 1/3rd of US states.
