AHC: Maltese Empire

With any PoD of 1000 BC or later, maximise (aka wank) the Maltese (country, not dog) Empire. All inhabitants should either identify as culturally Maltese, or recognise Malta as their overlords, and the overall nation should have its capital on the island itself.

Each time this question is asked it quickly becomes apparent that Malta hasn't the resources or population capacity to be at the head of a powerful nation, and for similar reasons makes a poor choice for a capital. At best you might see an empire with a Maltese culture spring up by capturing Sicily, but power would very quickly be forced to move to Sicily to avoid rule there becoming compromised by the distance, as otherwise we will see Sicily regain independence or become a tail that wags the dog.

This conclusion has been reached in numerous threads before, but I'm tired now, so if nobody has found the links for you by the time I'm back on tomorrow I'll find them for you.
 
Could Malta even capture something anywhere without concerns that the tail starts wagging the dog? Much less defend it from other countries without failing the previous 'rule'? (if in terms of islands the Italian Republics are very interested in stealing them).

Quite simply, while you might well be able to end up having an Empire which can trace its history back to Malta, prehaps even with it being a semi-sacred part of the empire, its all but impossible to have an empire based on Malta since somewhere else is ultimately better for centralizing the rule from (either due to better farmland support for the bureaucracy in said capital, closer contract to critical border holdings etc)
