The United States of America is less than half its OTL size, and the division is east-west, not north-south. There is another independent nation to the West (NOT Canada and/or Mexico).
What post-ARW POD and TL best gives this condition?

If the ARW had gone just a little worse for G.Washington and crew, the US's western borders might've been at the Appalachians, instead of the Mississippi. While I think it's likely the US would've still expanded to the Mississippi, it probably would've taken longer than OTL. Butterflies could allow for a stronger Louisiana, either as an independent nation or still as part of France. The West would likely be split between Britain and Mexico.
So from east to west, you'd have:
-The USA (to Mississippi River)
-Republic/Imperial French Colony of Louisiana (roughly OTL Louisiana Territory)
-possibly a Republic of Tejas (or it might be a Louisianan conquest)
-Empire of Mexico (OTL Mexico, NM, AZ, southern California)
-British Columbia (OTL BC, NW US including northern California)
How's that?

personally, ive kinda liked batting around the idea of an independent missouri and several other states around it; one idea of mine involved a secessionist move from the confederacy, rather than the union, involving confederate states west of teh mississippi
