It would take some handwaving and PODs in leadership decisions, but...

What if 9-11 hadn't been able to have been tracked down to AQ? AQ runs it so secretely/well, that the links back to them are circumstancial at best, and then the post-event confusion makes it unclear who actually did it, with conflicting claims murkying up the waters, so to speak.

What would be the post-event Butterflies if the US (and West) really didn't know who did it, with too many people claiming credit for it?

Meh, it's not like we really need PROOF of anything to initiate massive bombing runs. ;)

Seriously though, in the absence of proof, I'd imagine the blame would be placed squarely on Iraq's doorstep in order to justify invasion.

They kinda wanted the authorities to trace it back to them. Bin Laden wanted a US invasion of Afghanistan becuase he wanted to pull off another 'we defeated a Superpower using our islamic awesomeness!!!' and put the world back to the dark ages.
