Here's the POD. Its Winter 1990. Tre is a UN mandate to free Kuwait and the coalition is pretty much in place politically if not tactically. The Bush and Majors administrations secretly confer with the various parties and let them know they have a new plan. The Arabs, French and US Marines will liberate Kuwait while the US and UK Army head up the Tigris/Euphrates to knock out the Baath party ala 2003. Where do we go from here?

We knock out Saddam, the Iraqi people are more supportive of us (though Tikrit will still hate us), as we haven't screwed them over by abandoning them. Bush might win 92.

But OTL Schwartzkopf in 1990, same as Israel in 1948 in the Lydda/Ramla campaign, win all the crucial battles but let himself be stopped by the bell. Nelson at Copenhagen ignored the bell and finished the job.

Schwartzkopf would be found guilty of mutiny if he didn't stop when ordered. He would be clearly going against the orders of the Commander in Chief of the US military.
