OOC:A lot of territorial changes have been going on in the proposal thread Oweno. We need a new map to start the official game off with. Check through the proposal thread and change the map accordingly.
IC: China is pleased to announce victory over Taiping (OOC:Southern China minus Macau and Hong Kong). We have brought the rebellious fanatics back into line with a loss of only 9000 soldiers . The territorial concessions to France and Russia are now official. Russia gains the promised parts of Korea (OOC: See proposal thread Oweno) and the French Empire now holds Hainan Island and are free to expand in Indochina.

The US-CS Agreement or the Treaty of Carthage clearly stated that there is to be no Slavery at all in the CSA. President Lincoln has passed a law declaring all Slavery illegal. Freed slaves has been given the right to vote and run for Public Office.

OOC: remember, the terrain is the andes mountains, seperated from Brazil proper by hundreds of miles of uncharted Amazon rainforest. Moving troops around may not be as easy as you expect.
Should we have an agreement that, barring player-induced chages, events featuring countries not being played (ex: war of the Pacific) will procede as OTL unless a played country specifically intervenes?

But!, A little bird reminded me of a large amount of cotton heading toward Mexico a while back. In return, the Mexican govermant marched some boots a few miles north and called it an alliance. If you refer to a map sent to Mexico earlier. (ooc: 1st pg.) I demand that the Mexican goverment hand over the piece of land in return for the CSA giving them that hefty loan.

Our emperor sends thanks to the US President for this completly unexpected act of friendship. Your fleet will no doubt assist significantly as the invasion continues.
In other events, China is conducting an invasion of Joseon (Korea) for not giving the required land to Korea. We have met with little resistance and annexation should occur within a month or maybe less.
Also, China has managed to secure a beach head on Shikoku. Chinese troops are now on Nippon soil.

OOC: He never specified how good a reason you need. It is more a matter of what you can sell to your country. In some cases, you need a direct border conflict or something (Ussuri river escalates type), an insult (the bad ems telegram that started the franco-prussian war), or just a militarist government (japan in 1896, 1904, 1930s). There are other ways as well. Just check for plausibility.

And france agrees with (isert name of country that made this point; I can't find the original post). The CSA is acting to aggressivly. You are arbitrarily demanding terrritory from your neighbors with no cause. The argument vs. Mexico is shakey at best, and the one with the US is nothing. You are asking two nations, either of which is larger then you, to hand over land you never had, or, in the case of the US, which you peacefully ceeded any claims to.

Peace terms- Southern Islands are Chinese (directly annexed)
Hokkaido and Sakhalin directly annexed to Russia
Honshu is rump Japan, de facto Russian puppet.

Mexico is somewhat curious if the USA and CSA will recognize the claims upon Texas we have, due in no small part to the twenty-three carts of ceral goods that Texas did not pay for in December of 1860.*
Of course if the CSA finds such a claim absurd, perhaps they could themselves learn how to behave as an independent state?
* OOC: Texas has an outstanding debt of about $2,000 from a unpaid delivery of goods. It was a joke in the government about getting the money back, thanks to the CSA taking on the debt, then collapsing, then Mexico switching government twice in under ten years. Read the Newt book on the History of the civil war for the reference.

USA has contacted China and requests that though Honshu is a Russian protectorate it should be open to all 3 nations who assisted conquering. They also ask for the city of Edo as a concession.

OOC: In 1860 the Federal army of Mexico, was made up of four infantry corps, one cavalry regiment, and two artillery regiments, while in truth it was more like 1 1/2 due to the second regiment only using 3-inch ordnance rifles. Each mexican state was to have a militia of 500-1000 troops, and the Rurales gendarmerie numbered 1,700 by 1861. So the Mexican military has the possibility of 72-81,000 standing troops. This seems to be right as French intervention in 1861 Mexico hard around 80,000 troops.
Military moves:
The Mexican Federal army is moving East to the Teaxas border, as it was already in the region following the ACW. The cavalry and Rurales are ordered to move into Texas if time permits and take what supplies they can, and burn down the rest. The army is preparing to mobilize the state militias, as well as have President Benito Juárez call for the national lottery for more soldiers once more.
The plan is to center the Confederates along the few forts bordering Texas then if pushed back force the Confederates into the Chihuahuan Desert while securing the Southern flank along the various mountain range, and hills. If forced into the Deseret great care will be made to secure the towns, as they are the most obvious sources of water.

The nation of Mexico is currently at war with the Confederate States of America do to our refusal to give up land that rightfuly belongs to us, and a dispute over a debt the CSA claims we owe them when in truth the facts do not support such a claim.
We shall not give up, if the Confederates want a war they may have one. We look to the United States for help, yet we are doubtful as to such a thing occuring. The nation which claims to want peace, and security in North America seem more then ready to sit beside the CSA and allow this illegal war to occur. So Mexico looks out to the world around us for help. Cannot someone help us return the Confederates to the pen of diplomacy instead of the villianous sword of war?

You need to show me what troops you have in the area. Texas was never a major concern in the war and its military might in the region reflected that. If you are moving troops from the East to the west then I have time to prepare, much of what you'll do is marching so I could have up to four months before the bulk of your army and equipment arrive. During which time I will be stock piling supplies, building up my defenses, seeking outside aide, and doing my best to ruin your border towns.

MILITARY MOVES:
The Army of Mississippi is moving into West Texas. Texas is protected at the moment by the Texas Rangers(ooc:not the baseball team:rolleyes:) . Also, the First Corps. of the Army of Tennessee is on the way to Texas as well.

Military moves:
It took almost two weeks before the Army of Mississippi reached the Mexican Texas border. While the Mexicans forces hoped the on coming forces would be tired the truth was the men had been ready for a fight. With 22,000 forces the Army of Mississippi looked utterly frightening to the 11,000 strong Federal Army.
However thanks to the Cavalry, and rapid movement of General Luis Echeverría reinforcments where sent to assist the most likely target Ciudad Juárez, Chihuahua. The battle begin early in the morning with the Confederate army having a clear mastery of the city, however the local garrison at a fort to the west side of Ciudad Juárez was refusing to give up.
General Beauregard had his force attempt to encircle the fort but such an action was ruined with the arrival of 5,000 troops from the South. While for the most part both sides simply moved back and forth over the same stretch of land the Mexicans declared the first day a victory. With 600 Mexican defenders dead, it appeared a draw to Beauregard, but in truth he had 2,000 less soldiers to his force.
The second day Beauregard planned to rush the fort with artillery upon the hill giving him the superior firing position. Sadly for the Confederates during the night the 16,000 defenders had been joined by 3,000 more federal soldiers and 2,000 militia men. The Confederates made two strong waves, each abruptly stopped creating a literal wall of dead. Mexican artillery forced a flanking move back after severe losses. The Rurales caused the superior firing position to be unusable. The worst act was inside of the city itself when two platoons trapt retreating Confederates on a single street, nearly a 1/3 of all deaths had been caused by repeated firing down the narrow streets, and frightened Confederates rushing to escape. When the day ended the Mexicans amazingly had but 900 dead, and the Confederates an overwhelming 6,000 casualties. Thanks in no small part to fighting from fixed position and overwhelming force of arms.
The third and final day General Echeverría had his men rush the remaining forces of the Army of Mississippi. Most of the day seemed to be a battle of movement. Some skirmishes occured but for the most part General Beauregard took his army and retreated. He was wounded in his right calf by a shot from a Rurale, but made it away safely. The Army of Mississippi headed to Austin to regroup having lost 10,000 men, to the Mexican 3,200.
National:
Upon hearing of the victory over the Southern States the Mexican government pushed forward the military lottery selecting seven state to conscript soldiers from. The Federal army decided to change its defensive plans seeing how effective the forts had been and are sending Militia and any new troops to the forts along the Texas-Mexican border while the bulk of troops remain in Chihuahua.

China proposes a new alliance of nations that are attempting to modernise and increase their power. This alliance would be known as the League of Modernisation. We would support eachother politically, economically, militarilly and hopefully help eachother gain greater influence on the world stage and become true modern powers.
Any nations interested in joining this League should inform us but we would like to begin by inviting Russia, our recent ally to join this formal alliance.
Once there are a few of us, we can set our goals down more clearly.

OOC: HUCK, remember, you are the csa. The CSSA, had it survived, especially wothout a war, would have followed the grand old 19th century american tradition of turning the army into a small social club. As such, you will have very few troops. Many of those who in OtL distinguished themselves as commanders are not going to be avalible, by the dint of their never having to prove themselves, and doing so. For example, Jackson may be in the army, but he will be fairly low ranked. Same goes for lee, Longstreet, Bragg, Polk, and others. Frankly, your commanders will probably be Johnson, Beuregard, and Edmund Kirby Smith, along with others of that ilk.

Military moves
The Mexican state of Chihuahua three weeks since the Battle of Ciudad Juárez now has 55,000 troops. The Federal Army, militia, cavalry, and Rurales are fixed upon the major cities and fortifactions in the region.
In the states south of Texas a mixture of regulars, and militia hold the region. A general order is made to create fortifactions of some kind, mostly they are simple earth works, but most of the cities near Texas now have some form of defense outside of it.

Diplomacy
The United States recently mentioned it wishes to create a English Speaking Association to ensure the peace on North America, Mexico feels you are ignoring a 1/3 of North America by not including us in such a group. As such we request that Mexico and, by proxy of naval bases, France be allowed to take part in this group.
Military Moves
In light of the recent war with the CSA mexico is attempting to refine its military planning. Already the assumption is made that French naval ports will ensure the limit of a possible attack from the sea, as such the most likely places occur along the CSA and USA borders respectivly.
The plan calls for a series of large brick forts, perhaps two or three with gun enplacments, to be set between the preexsisting military garrisons around the borders. Each fort will have a 200 man garrison, and as such the military will need to increase by 2,000 men.

The United States recently mentioned it wishes to create a English Speaking Association to ensure the peace on North America, Mexico feels you are ignoring a 1/3 of North America by not including us in such a group. As such we request that Mexico and, by proxy of naval bases, France be allowed to take part in this group.
They may have excluded you for the obvious reason, not many in your country speak English.
However, China would like to take this oppurtunity to invite Mexico to join the League of Modernisation (OOC:See post 146). France has already asked to join and we would be happy of another member.
To France: You are more than welcome to join the League.

You fail to notice that the Anglo's are excluding a part of the region, and yet at the same time making a call for peace with in said region. Without the full cooperation of all nations of North America peace cannot occur, as the world has recently witnessed with the foolish war of the Confederates.
As for your own group we feel you are simply ignoring what a poor, and unstable country you are. Your group will come to nothing, and your nation will soon fail to the overwhelming force of the European powers. We wish your nation all the luck none the less.

Russia takes the invitation to join the League.
In light of the Peace:
Military activity has died down in the Pacific, as the peace was concluded. The biggest effect of our mobilisation was on Hawaii, as it was used as a hub for the Navy to transport supplies to Mexico.
Hopefully, this incident has not worsened relations with our friend, the US.
Russia notes to Mexico that it will help China fight any European incursions.

You all claim to want peace but in effect are creating a power bloc which is locking out a part of North America. Does the Confederate States really believe that isolating Mexico is any way going to improve our relations after our recent conflict?
Mexico demands the expansion of this group to include all nations of North America. Peace is important, and can only occur through frank and open dialogue between the powers. If Mexico created a group and invited some but not all of you, would you behave in any other way?

OOC: I understand that. You need to understand however that the three largest powers in North America, two of which have gone to war with Mexico in the alst 20 years, are appearing to circle the wagons around each other.

OOC:Guys its cause you are excluding all the world in your group. If it was just a treaty that would be one thing, but in this case it is an international organization. If you agree the need for a seperate organization, they why not cut out the middle man and simply allow us into the pre-exsisting one? The United States says another similar group will come along, but once again why wait? Would it not be easier to simply change the name of the ESA?

Austria-Hungary has just emerged from a vast modernization of it's military, modeling it after the highly effective Prussian-German system. Totaling: 400,000 regular troops and NCO's, 25,000 officers with nearly 1500 artillery pieces and 80,000 cavalry. Together with Germany and Prussia, we are announcing the movement of troops into Western Russia,. With a combined force of nearly 800,000 troops, over 3000 artillery pieces and over 140,000 cavalry, the offense has two thrusts.
The Southern A-H offensive thrust contains 300,000 troops, 1200 artillery pieces, and 60,000 Dragoons. They have moved out of the south of A-H and are storming across Western Ukraine, headed for Kiev.

The Russian military, devastated by the Crimean war only a few years earlier, and being primarily located in the far east of the country is unable to put up significant resistance as the Austro-Hungarian Military sweeps east and besieges Kiev.
