This actually happens in my current WW1 AH project. In OTL, some Russian admiral thought it would be a good idea to blow the Swedish Navy to smithereens while at anchor at Gotland to remove that threat. He got called back in OTL by people who were a bit more intelligent. In my TL...Swedish Navy is gone, Sweden is pissed, Sweden fights Russia.
