Incense beats tobacco

Starting in 1960 how could we have a world (sans ASBs) where incense is more used than tobacco?

On the whole the world probably does use much more incense that tobacco right now. Its certainly been used in religious ceremonies, particularly those from the Orient, for centuries. Incense burning is done by millions of people that don't otherwise smoke, tho the harm of second hand smoke is still there. I don't think they equate the similarity between burning tobacco and incense.
