How might we make it so Serbian authority is re-asserted over Kosovo some time after the 1999 NATO bombing campaign?
I have a couple of ideas, but I welcome more more...
1) During the "humble foreign policy phase," Bush evacuates the US portion of KFOR (Kosovo's NATO force) and, without US support, the other European states pull out. Now what? Ruthless Milosevic isn't in power anymore, but who knows how Serbia's current leadership will act?
2) This is widespread anti-Serb violence in Kosovo; perhaps there's an ugly incident involving Serb protestors and KFOR and Serbia starts up military manevuers. If Serb made some move into Kosovo (avoiding confrontation with KFOR and focusing primarily on Albanian militants), would NATO try to negotiate or would Serbia get pasted for opposing "the international community"?
Do these seem plausible? Any other ideas?
