England spends most of her time in the 1500's trying to bring Spain to a defeat on the Continent. Having failed miserably at this, she repeats the exercise with France in the 1600's and 1700s'.
As a result North Am is settled mainly by French, with Strong contingents of Dutch, Swedes, even some Russians. The English try some half-hearted colonies in VA, all of which are slaughtered by the Indians and the attempt is never repeated.
How does this affect subsequent world development?

Drastically. Depends on the circumstances as to exactly how but you will probably have a much weaker Britain and a much more powerful France. If that France is still predominantly autocratic that could lead to a rebellion in N America but there will be significantly social differencies. A more powerful France will tend to have big impacts on Europe as a whole. This will easily spread around the world.
