When you go to a profile, you'll find that it says [username] is not a member of any public groups.
What does that mean?

There aren't any options to join groups either, strange

It's possible to set the board so that the membership is subdivided into groups, each of which has special access to certain forums, and such things. I don't use it.

You might be able to solve a lot of issues by creating two Chat forums, one for Rightwing Nutcases and one for Liberal Wieners, who would then not be able to comment upon one another's political beliefs.
