in OTL, Leonardo da Vinci travelled a lot from one city-state to another.
how would we manage anything similar in this ATL? can we say "Peter flees Mantua for the Swiss Cantons" if I don't control the canton region and I haven't cleared it in advance with whomever runs the Swiss?

Fleeing is fine unless there's a specific order on them. The response of the people there to that person will be entirely in the control of that nation's participant.
For example, Peter can flee to the Swiss Cantons without my approval, but if you have him try to interact with the Swiss, I will be the one to say what kind of response he gets. People should try to agree what to do with such people when possible.
In general, if someone is a fairly permanent resident of one place, the person who controls their site of residence should control them. If they are just visiting or spending a short (a few years is short) length of time someplace than they still should belong to the participant who runs their hometown, though the response of the people in their current location is controlled by the person controlling that region.
If a person moves around a lot and has no set home, they are tentatively assigned to the first participant whose country they land in after March 15 1493 and/or the participant controlling their place of birth if the person was strongly associated with that region. Try and check with them before taking control of a person (I did this with the Cabots).
If a person moves permanently, then they should go to the person controlling their new hometown, unless its an entire group moving (see diasporas) or by special agreement between the participants involved.
In general, what all interested participants agree to is what goes, and it is always a good idea to check with people whose regions of interest has a relation to a person.
