What should be the policy regarding diasporas?

ie, if I have a Venetian diaspora, do I control all the Venetians, regardless of if they live in England, Portugal, or China? or are they run by the person running that host nation?


and how do we keep track of numbers?
(ie, I said this in the France thread - I think every country in Europe and North Africa (including Spain) picked up at least half of the Spanish Jews)

Good question.

The Participant in charge of those people may continue to control a diaspora people, or allow them to be controlled by the nations they go to.

They cease controlling the diaspora peoples when/if they are assimilated into the host population. As a general rule of thumb, if your people can participate in civil life pretty much the same as the native population, they are no longer yours.

Note: Nations may exclude you from their borders, expel those who are there, persecute your people, etc. The life of a diaspora population is no easy thing.
