I believe that the man who dominated the FBI committed repeated High Crimes and Misdemeanors.
He also seemed able to blackmail most potential opponents (despite an lifestyle which seems not to have been in the hetrosexual maintstream)
What circumstances could have resulted in his being impeached

And is shown the front door where an ambulance from Bellevue awaits a day later on instructions from JE himself. Organized Crime, after all, does not exist in America.
Only after the sanctified Capo eludes assassins in a wild adventure and takes his story and its incontrovertible proof to the New York Times is he given sanctuary by the New York State Police.
A certain Senator Estes Kefauver heads a storm of righteous indignation directed at the Director. While not responsible for Kennedy's Death his actions seem to give it at least tacit approval and a nation still grieving its beloved Camelot finds a ready scapegoat. Hoover retires in disgrace, lucky to avoid jail time himself. Years later, his memoirs go on to strange lengths about the jokes he liked to play on others based on his expertise at disguises, particularly dressing like a lady of the evening.
