Sir Tomas Williamson stood, looking out the thrid story window. IN the Bright Blue Sky were white, arced clouds from the hurricane 150 miles away. This was the 6th Hurricane that had hit the Brittish West Indies this year. All the Inhabitants of Puerto Rico, The capitol island, had been evacuated to nearby islands. Williamson and Norris, the Priemeir, and their senior staff had been evacuated the day before. The UK/Brittish West Indies Counsalate in Miami was nice enough to host them.

Much of the island territory was in ruins. The crown expressed sympathy, as if England had ever been hit by a hurricane, and prsomised money.

"Mr. Governor", Charlie Norris walked into the room, "I was just on the phone with the red cross, they said that they will ahve a full relif team in one week."

"Thats very well, thank you Primeir." Norris left. Williamson was more conserned about his people. There was a madatory civillian evacutation from Puerto Rico, Hispanola, and East Cuba. He should be there. Then again, the only ones there were military troops on lifesaving duties, and stupid reporters. Thant qualmed his deire for a bit.

He sat down to write a letter to his wife, who was in the virgin islands at the moment.

Cuba is bigger than New England -Overlaid it strechs from boston to chicago. [as Westmoreland pointed out to JFK] You evac the low lying areas into the Mountians and ride it out. the same with Hispinola & PR. There is no way to Evac the whole island.

I also doubt that the Head of gov't would Leave.

Canada and British Canada have been engaged in a 120 year war, the longest 'active' war in history. There is hardly any action now, but every so often a palne, or a boat enters the others terrritory and there is some shooting. Occasionally troops will meet, but for the most part the two nations have not seen any hostile action towards each other.

However, in international relations, there is much compition. Many times nations will not establish relations with either nation, in fear of stiring emotions.

Arctic Islands Comonwelth
Sgt. Wellsman was making hi staderd supply runs to the towns Ellesmere Island. The 'Arctic Runner' had four people in it; Himself and three passengers. They pulled u to one of the small towns, and the Sargeant started to unload, and the 3 passengers disembaked.

Captain Kirk Mason sat in the landing craft, waiting to give the order to invade on of British Canada's Smaller Islands. After last weeks incident, the one involvoing the downed boat, and another airplane that crashed with bullet holes in it political tensions were high, and both nations were massing high defences. A blue flash raced across thesky THe captain though for a second before calling for an invasion. He decided aagisnt it

The TV went out, and a staic noise filled the air.

The General of Lativa inspected his troops, close to the USSR border. These troops had to be in top condtition, lest the Soviets ever struk again. The air turned to blue static, and the klaxons blared. The entire nation went on high alert status.

Does your Baltic Confederation include Estonia/Livonia ? I've been trying to work out who is on that section of my Russian border.

If you're wondering what you will hear/see from East across the border, the Russians are playing this one extremely cautiously, not least because the main imperial government was in Constantinople and has not been ISOT'ed and the Regency government in Saint Petersburg has to extend its powers to take control in the Emergency.

You will see small naval patrol airships, probably both off the coast and to the East. The initial investigation was carried out by telegraphic station engineers and staff - basically when they failed to get an upline signal, the nearest station still in contact would send out a party to investigate. Thus, approaching your border will have been the occasional automobile with a squad of engineers in it who come and stare across the border at the disappeared telegraph lines. The airships have been instructed by the Regency not to cross the 'line of disruption' and to patrol Eastwards of it.

The Baltic Confederation Includes Estonia, Latvia, and Lithuania. (It also incuded the Kaliningrad area, but I belive this wasnt ISOT'd.

The signal had stopped. Whenever the Global Federation recived a new territory, an unstoppale signal was sent from rome to the new 'nation's' capitol city, keeping them informed of developments within the federation. Such information was the most reliable there was, and the gevernment was the first to get it. Before radio, it was letters sent on trains, before trains, this transmission of information was carried by horse back. For as long as any nation was in the global federation, this string of information was exchanged.

For the first time in 250 years, it had stopped.

Premier Easton sat in his office, in pure confusion. Sure he had almost compleate control of the Cape Rebublic and its territory in Madagascar, and the Global Federation really had nothing to say how he ran it. But this had never happend before, and he was at a loss as to what to do. He could carry on with bussiness as usuall, he could always forward the information to the Nation of Congo, and have them sent it to Rome, that would work.

"Sir, The Congo is gone, and so is gran colombia, and from what we can tell, the entire GF" His aide burt into the room, yelling.

"What!, THis is an..." Word failed Easton. "Call a cabnet meeting, but tell NO ONE what has happend." Easton did not know what to do.

With his last word. Security Forces were being deployed around the Directorate. This announcement was not good for national security, but gold for rebals.

Treaty Between the Dominion of British Canada and Newfoundland; and the British West Indies Territory

In the Intrests of the British Empire, and the citizens of the respected relms, herby issue this treaty in order to promote peace and trangquility.

I. Economic
The Dominion of British Canada and the British Wast Indies Territory hereby open free trade between the two nations and will assist eachother as neccesary.

II. Military
Both relms will form an unconditional allaence between the two, and shall respond together. If one nation is attacked, the two shall respond.

III. Sovernighty
Both relms except the governments as the true will of the people, and shall not question it.

IV. This treaty shall go into effect as of now, and will last indefinantly

The Arctic Islands COmmonwealth is the Worlds only Direct democracy, and is sof intrest of political scholars. It is a branched system with a tricameral (although in practic tetra-cameral) legeslature

The Deit is the AIC's Legeslative Bracnh, and Consists of three houses: The National Assembly, The Judical Assembly, and the Legeslative Assembly. The National Assembly is non-elected, and non partisan, consisting of every land or bussines owning person in the nation (with certain exeptions for clergy and others). The Second House is the Legeslaive assembly, which consists one preson form each town. The Final Branch is the Judicial Assembly, which acts as a supreme court. Its 13 members are elected.

The Office of the Governor is the executive branch. The OG has two principal componants: The Governor and the Lieutenent Governor. The Governor is Charged with running the AIC, and his roles match that of any Head of State. The Lieutenent Governor is responsable for the internal workings of the AIC.
As such a job is to large for one person to preform, the Lt. Governor (with consent of the Governor) may appoint Assistants Lt. Governors to assist him with whatever he may need help with. These Assistants and Lt Governors form the Chamber of Lieutenents, a defacto fouth house.
A Governer is elected, and he appoints the Lt Governor, and he may dismiss him as he choses.

Bills
A bill must originate in the Legeslative assembly. If passed there, it then moves to the Judical Assembly for reveiw. If Approved, it travels to the National Assembly, where ammendments are usually not made. If it passes the 3 houses of the Deit, it travels to the Office of the Governor, where it awaits the Governors Signature. The Governors desision may be vetoed by the Chamber of Lieutenents, but they usually are not, as the Governor may Dismiss the Chamber. Legeslation may be suggested by the office of the governor. All of the Governors actions mus also be approved by the Chamber.
All laws and forgin relation propsals count as bills and must follow this format. Military actions may also fall under this catagory

Local
The Local Governments run much like towns. There is a small elected council, and the town votes on such issues that face the town. The Town is run by a Provost. The cheif Provost of all the towns is called the Provost Marshall and sits in the Cnamber of Lieutenents.

Military
The (active) military consists of a Naval Milita and a Millitia. In order to sit in the national assembly, a perosn must be in the reserve millita. the Governor is the COmmander of the Militia, and the LT Governor for Defence, is the co-ordinator.
