History:

1855- After the bloody Hungarian war of independence ended in 1849, Emperor Franz Josef became ruler of a multi-ethnic empire spanning a good portion of the Balkans. Knowing that he could not rule over the masses of the empire as an absolute monarch, Franz Josef took a page from the British, specifically the parliament, and put together an imperial decree creating an advisory parliament to him which represented all kingdoms and countries within the Austrian Empire.

1856- The first Austrian parliament meets in Vienna with representatives coming from all areas of the empire, including two members of a Hungarian delegation. Franz Josef sets down what he wants the parliament to do for him, "It is your solemn task to be the voices of the people within these walls. It is in your power to write taxes, and spending bills for the government to be approved by myself and my advisors. May the glory of god go with you."

1857-60- The Austrian parliament meets twice a year in the months of April and November, writing up bills for Franz Josef to approve, of which, no bills between 1856 and 1860 were not approved by his imperial highness. With the situation in Turkey and in the rest of Europe heating up, many in the parliament began to put together plans to push modernization forward within the Austrian Empire, promoting the growth of railroads, industry, and the rapid modernization of the Austrian military. Though none of the plans have yet come to fruition, many suspect that the emperor will begin issuing decrees to put these plans into action.
