My dear sirs,

As you are aware of, the United States has in its borders a large percentage of Irish emigrants who see the anarchy that has taken grip of the British isles as a threat to their relative's way of life. Many citizens here in the United States have also seen the anarchy and fear that our common heritage in the United Kingdom may be burnt to the ground without rhyme or reason.

We too have our own problems to deal with that take precidence which will be addressed shortly in this letter.

As head of state of the United States government, bearing all power and responsibilities granted to me by the people of the United States, I do hereby recognize the independence and sovereignty of the nation of Ireland from the non-existent government of the United Kingdom of Great Britain.

To the people of Ireland, we will send you any aid that you may require, and are willing to dispatch men and material to enforce your independence from the oppressive British government.

To the government of the United Kingdom, I call on you to enforce the rule of law and bring an end to this anarchy that has spread to all four corners of your empire. It is time enough that you stopped looking to your past mistakes with France, and looked to the future of your government.

To the government of Mexico, although our peoples may have had their issues in the past, take this as no insult to your national honor. By the power vested in me by the people of the United States, I hereby do recognize the independence and sovereignty of the Republic of Texas from the Mexican government. With this recognition, we also ask the Republic of Texas to allow us to extend protectorate status over your nation until such time as you are economically and militarily prepared to take your place in the world as a free and independent nation.

To the nations of the world, I am to announce two motions which are to enter the United States Congress which will impact greatly the relations of our governments. The Congress is set to repeal the 1855 Conscription Act which was called into act thanks to the Mexican War threat. With its ratification, we will officially begin to bring down the total number of active soldiers to 20,000, where it will remain for the time being.

The second act is a bit closer to home. With the issue of slavery being at the forefront of people's minds here in the United States, an act bringing slavery to an end has entered the congress. This act outlines a phased end to slavery with economic reimbursements to every slave owner who does petition the government for economic damages thanks to the outlawing of slavery as a form of labor. The act, if passed and ratified by the United States Congress, is to take effect on January 1, 1860, with the reimbursement period lasting from January 2, 1860, until December 31, 1875, giving all slave owners 15 years to liquidate all slave holdings and recieve government economic reimbursement should they feel the need.
