His Holiness Pope Julius IV, Bishop of Rome and Sovereign of the Vatican City and the Papal States, delcared a conference of Catholic leaders in Rome to discuss a rejuvination of the Church. Rumors emitted from within the walls of the Vatican and soon resonated throughout all of Rome that the Pope was planning on reorganizing and annointing a new Holy Roman Emperor.

The following were requested to attend:
--Emperor Napoleon III of France, or a representative
--Emperor Franz Joseph I of Austria, or a representative
--King Victor Emmanuel II of Piedmont-Sardinia
--King Alfonso XIII of Spain, or a representative
--Pedro V, King of Portugal
--Emperor Custodio I of Mexico, or a representative
--The Various Dukes and Princes of Italy


The monarchs or their representatives were expected to be in Rome by the end of the month.

The King of Lombard - Illyria, Josip I arrives in Rome with a delegation within 2 weeks of the summons arriving. Wondering what was going to happen the King presents himself at the meeting place.
