Across the world, Ambassadors arrive at governance capitals to represent The United Republic. (Thats its name... All other options = too damn long.) They bear themselves with a force of personality not previously seen among the British diplomats, but they appear ramshackle and not at all in the bearing of dignity and honor of nobility formerly possessed by British diplomats, who are labeled as traitors and are (probably) requesting sanctuary with the government to which they were ambassadors.

Bloody internet, here is the much shorter and less cool version of what I had typed up:
The Empire of the Great Ming will recognize the United Republics on the following conditions:
The United Republics will agree to follow the dicatate of the First Decree of the Emperor, specifically the ban on opium.
Second, the United Republics will agree to return the artifacts stolen during the First Opium War, many of which now reside in the British Museum. Or they may purchase the artifacts for a resaonable price.)

After a brief correspondence with the First United Congress Isambard agrees to the terms and requests that the Chinese send ships to pick up their artifacts, as he doesn't want his government responsible for shipment since their still getting rid of some rogue navy officers.

The Emperor will employ Dutch ships to carry the goods, as the Imperial Chinese Navy lacks the capacity.
The Emperor thanks the United Republics for their acquicence in this matter and will make sure that they receive a special place in the Chinese diplomatic dossier.
