History, 1851-1854

1851: Pope Pius IX is murdered in an attempted coup as rebels once again try to seize control in Rome. The small revolution is put down soon after, and the leaders are executed. The Catholic Cardinals and Roman Aristocracy decide that some change is needed in the Papal States, and elect a fiery, younger man to become pope. This man chooses the name Julius IV, and promises change in the Papal States.

1852: Pope Julius IV expands the political power of the Papacy, hiring more Swiss mercenaries to expand the ranks of the Swiss Guards. He establishes a citizen militia in Rome as well to help halt any more insurrections. Julius begins a project to rebuild the city of Rome, particularly its outer wall defenses, as well as other basic sanitation and living areas.

1853: Julius IV announces a new government in the Papal States. The Pope, elected by the Cardinals as usual, will serve as executive head of all territories owned by the Papal States. To satisfy those rebellious forces, the citizens of the Papal States will be able to elect a small senate--25 members--to serve as a liaison between the people and the Papacy, as well as to help govern internal finances. The Pope will entrust this new senate to offer counsel on day-to-day civic affairs, while still relying on the College of Cardinals and other Catholic advisors to aid him in other affairs.

1854: Pope Julius IV announces the expansion of trade in Papal ports, and orders said ports to modernize. A small insurrection begins over taxes, but is promptly put down an a compromise reached between the Pope and the Senate.
Julius IV began courting revolutionary leader Giuseppe Garibaldi, wanting to work with the Italian hero to achieve a common goal: peace on the Italian peninsula and better living conditions for its people. After months of said courting and a small expansion of the senate's powers to disagree with the allocation of where funding was going when they say fit, Garibaldi agreed to head the Roman Citizen Militia and counsel the Swiss Guard regiment.
