Thanks to the growing trend of Mexican hostilities and the recent situations with Texan settlers, the United States Congress has just passed the "Conscription Act of 1855," forcing all young men between the ages of 16 and 35 to register under the Conscription Act. The Conscription Act does operate under a lottery system, and all draftees are picked at random. None shall be waved of their obligation should they be drafted, and all shall be required to report to the nearest military base within two weeks of notice of conscription.
