To his majesty, Napoleon II,
Emperor of France and King of Rome,
Greetings from Quebec, your majesty!
It is with heavy news that I, Ulric-Joseph Tessier, Mayor of Quebec must report that the previous Governor-General has passed on. As tradition dictates, the mayor of Quebec sends letter to his sovereign, the Emperor of France. It is your sole authority, your majesty, to appoint the next governor-general to govern your Canadian domains, property of the Imperial family since the end of the Napoleonic wars, taken back from the British usupers.
The people of Quebec await your appointment.

Considérant que: Le défunt Gouverneur-Général du Région de Nouvelle France a passé dessus au royaume de notre seigneur God, laissant de tels bureaux de l'empire du France vides.
Maintenant, Par conséquent, Son excellence impériale, Napoléon II, empereur du France, et roi de Rome, nomme par ceci sa grace, Napoléon Joseph Charles Paul Bonaparte, pour prendre le bureau de Gouverneur-Général de Nouvelle France.
En témoignage, J'ai le hereunto réglé ma main et ai causé le scellé de l'empire d'être apposé ce 7ème jour de janvier 1855.

Proclamation
Whereas: The late Governor-General of the Région of Nouvelle France has passed on to the realm of our Lord God, leaving such offices of the Empire of France vacant.
Now, Therefore, His Imperial Excellency, Napoléon II, Emperor of France, and King of Rome, does hereby appoint His Grace, Napoléon Joseph Charles Paul Bonaparte, to take the office of Governor-General of Nouvelle France.
In Witness Whereof, I have hereunto set my hand and caused the seal of the Empire to be affixed on this 7th day of January 1855.
