Also, everybody please post your factbooks. They dont need to be uber-fancy, but basic military stuff (numbers, deployments, ship types, etc.) is nice to know and greatly helps in the RPing.

You can do what you like, within reason obviously, between 1850-55. That goes for everybody.
But it has to be approved. Post it in your factbook, once its up.

I'm a relatively new member - well, actually a brand new member - but I've played games similar to this before and I'm really interested in this one. By any chance is Portugal still open? I know the original Portugal switched to Spain, so I was just wondering whether or not it's still available.
