What divergence is needed to have - by 1810 - a Chinese Kingdom/Empire ruled by the Uighur Chinese?

Bonus points if you can make the divergence post-Mongols.

What unique elements would the Uighur bring to their period of rule?

Actually, I think it's not fairly likely. The Mongols, IIRC, were always on the periphery of the Chinese, but they were never a part of it until after they conquered it. On the other hand, during the Tang, at least, the area that the Uighurs take up had been conquered (to ensure safety on the Silk Road, I'm pretty sure).

But, if the Uighurs somehow became the efficient, well-prepared horde the Mongols were, they might conquer China. It wasn't till 1755, under Qianglong, that they were fully conquered.
