Probably not since the Kaiser is the commander-in-chief of the Army and its doubtful that Bismarck would be able to get total support within the Reichstag.

And you'd have to change his personality completely. Bismarck and Wilhelm II (assuming you're talking about him) didn't like each other, but Bismarck was a firm monarchist... with republicans around, you can't even think of replcing an incompetent emperor. As many German monarchists thought in 1888: "Monarchy has to be strong enough to survive an incompetent monarch."
