Note: This is strictly "in character". This is strictly for discussions in regard to military, economic and diplomatic matters between the nations of the ISA, the United States of Mexico, the Southwestern Confederate Republic, the Southern Republic, New Saxonland, the Commonwealth, the NAFTZ and a representative from Litawijâ alongside a diplomatic contingent from Ulatis Nouiolitawijâs during a conference in Chicago.

ISA President Hugh Rodham's Welcoming Address, 5 September 2004
Ladies and Gentlemen:
I welcome you to our bustling metropolis of Chicago, I hope your journeys here were safe and comfortable. I have invited you here today, the representatives of your nations, to work out a bright future for North America. One I dearly hope will be free of war, of air piracy and of terrorism. Today I'm hoping that we will lay the groundwork for passage of cargo zeppelins, barges and freighters through the air and water of our continent and, perhaps, one day also automobiles and trains if and when we decide to construct such a network.
I hope also to see the nations of our continent united in mutual defense to prevent the imperialism of any future nations who would wish to expand aggressively at the expense of our nations. I also hope to prevent the formation, for the time being, of entangling overseas military alliances that could drag any of our number into disastrous wars overseas that could, again, see war brought to our shores. The one exception, as I see it, is the free decision of Ulatis Nouiolitawijâs to enter a treaty of Wassalijâ with Litawijâ in Europe, both represented by their envoys seated here today, before the convening of this conference. Litawijâ has shown itself to be a peace-loving nation with a stable economic policy and it is my hope that our relations with Litawijâ, through their offices in Ulatis Nouiolitawijâs, will remain friendly.
On that note, I declare the North American Conference open. We have many issues to discuss and I will list them now so that we can begin deliberations:
1) The establishment of skylines for commercial zeppelins and aircraft and transit rights for commercial ships and barges along the Mississippi and St. Lawrence Rivers, among others, and the Great Lakes. Also, freedom of maritime traffic to traverse each others' national waters and use of ports.
2) In the name of the nations of North America, I hereby claim the uninhabited islands of Cuba, Jamaica, Hispaniola and Puerto Rico. These islands provide not only the oppurtunity for future economic growth, but are also essential for the security of our continent. The ISA's idea for the ownership of these islands by various nations is as follows: Cuba for the Southern Republic; Jamaica for the United States of Mexico; Hispaniola for the Industrial States of America; and, finally, Puerto Rico for the Commonwealth. Companies of the other nations of North America would get preferred status for investment in the islands and citizens from every nation of our continent would be able to settle there. The SCR, or Southwestern Cofederate Republic, is self-admittedly short of military forces for their own defense, let alone a Caribbean island. The Southern Republic has its own historical ties to Cuba, while the other nations I've mentioned are in the best military and geographical position to defend these islands from overseas imperialism. The other islands of the Caribbean Sea are more distant from the continent and, here and now, I stake no claims upon them.
3) The construction of a canal in Central America. I have heard that the Empire of Mexico of the NAFTZ is thinking of the construction of a canal in what was known as Costa Rica, while Columbia & Guyana in South America have claimed the territory and plan to build a canal in Panama, even now having their warships patrolling to Caribbean coast of the region. Today, I call instead for the construction of a sea-level canal in Nicaragua that will be far less costly and take less time to construct as it will require no locks whatsoever. Columbia & Guyana is invited to send their view of the project to this conference via radio. It will be open to all our nations and the Canal Zone can be defended by a multinational force.
4) An agreement to end air piracy in North America. I am embarassed to state that this scourge seems to have originated mostly from the chaotic history of the ISA's early portion of the 20th century and was brought with us in the Event. We had all but crushed this scourge in our own universe before the Event, but these pirates have since moved out of the boundaries of the ISA to other portions of the continent and, we believe, overseas to parts of Europe, Africa and Oceania. I hope that we can reach a mutual agreement in which our military forces will cooperate to some degree to bring to an end the threat of air piracy to our commercial traffic.
5) An agreement to cooperate against terrorism. Again, I am ashamed to admit that we have also brought from our universe a terrorist group that calls itself the Unionists. They seek to bring about a united North America by violent means and have struck against the national offices and buildings of the North American nations in our old universe. We have reason to believe they will try the same here. We have also heard of another such group named La Raza, who are unionists of another sort who seek the reunion of all of former New Spain and will this target the Empire of Mexico and the United States of Mexico, perhaps seeking to also make attacks within South America as well. It is my hope that we will cooperate against terrorism on our shores and perhaps even establish a sort of international police force to gain intelligence on and apprehend members of the Unionists, La Raza and other terrorist organizations. An Interpol, if you will.
6) While not as 'serious', per se, as these other points, the ISA will be holding a time-honored tradition of the International Air Races that are held for ten days in late September, from the 21st to the 30th, at the Cleveland Air Raceway and Lake Michigan. They began in 1920 in our universe and continued even through the dissolution of the United States and Canada as a place where the aircraft and pilots of different nations could compete. One of the most popular events is the Thompson Trophy Race at the Cleveland Raceway which is a 'horse race in the air' where civilian, corporate and military pilots in piston-engined aircraft start together and jockey for position in a high speed, low-altitude race, which makes tight turns around pylons and head for a finish line. The winner is given the Thompson Trophy award plaque which has the pilot's name and their country engraved on it. Other events at Cleveland are landing contests, glider demonstrations, jet flights and parachute-jumping contests. The only event held at Lake Michigan, but still connected to the International Air Races, is the Lake Michigan Cup. It is a jet aircraft race that began in the post-war period in which corporate and military sponsors from various North American nations race their aircraft from the starting point at Chicago, race across Lake Michigan to Beaver Island, between the upper and lower portions of the state of Michigan, where they turn around and race back to the finish line in Chicago. The winner is awarded the Lake Michigan Cup. We also have an actual horse race in the month of May that is called the Kentucky Derby and is held in Louisville with the winner getting a one million ISA dollar purse.
In the spirit of friendly competition, I invite all of the North American nations to send entries to the International Air Races later this month.

USM Secretary of State Vincente del Amios, Address to the Conference
I thank the honorable President Rodham for his welcome, and would like to extend my own greetings to all the varied delegates who have assembled here this day. The United States of Mexico is grateful to the ISA for hosting this conference of supreme importance to the people of North America. Your hospitality has been wonderful these past few days.
To express our gratitude, the people of Mexico are pleased to present the President of the Industrial States of America with this expression of our gratitude, something that represents the point of change between our world and yours. This is the book written by an obscure Mexican priest on his experiences among the Apache... an obscure priest who in your world was a brutal dictator who forever altered the fate of Mexico.
We also extend our welcome to the delegates of the North American Free Trade Zone, the Southwestern Confederate Republic, New Saxonland, the Commonwealth, the Southern Republic of America, and the gentlemen from Ulatis Nouiolitawijâs. May our nations coexist peacefully for many generations!
Now, I will perhaps, as you say in English, "cut to the chase". I would like to respond to the many points of business put forth by President Rodham:
On that note, I declare the North American Conference open. We have many issues to discuss and I will list them now so that we can begin deliberations:
1) The establishment of skylines for commercial zeppelins and aircraft and transit rights for commercial ships and barges along the Mississippi and St. Lawrence Rivers, among others, and the Great Lakes. Also, freedom of maritime traffic to traverse each others' national waters and use of ports.
The United States of Mexico will support this measure without contention, but other forms of transport are also essential. The Event has left most of us with our national and international road and rail systems sliced into so many pieces.
We propose to reconnect the destroyed road and rail systems of North America, or if that is impossible, construct new ones. I here that our friends from the North American Free Trade Zone have the technology to create magnetic levitation systems. Such a system spanning North America would make our continent the best connected and most unified of all the world.
2) In the name of the nations of North America, I hereby claim the uninhabited islands of Cuba, Jamaica, Hispaniola and Puerto Rico. These islands provide not only the oppurtunity for future economic growth, but are also essential for the security of our continent. The ISA's idea for the ownership of these islands by various nations is as follows: Cuba for the Southern Republic; Jamaica for the United States of Mexico; Hispaniola for the Industrial States of America; and, finally, Puerto Rico for the Commonwealth. Companies of the other nations of North America would get preferred status for investment in the islands and citizens from every nation of our continent would be able to settle there. The SCR, or Southwestern Cofederate Republic, is self-admittedly short of military forces for their own defense, let alone a Caribbean island. The Southern Republic has its own historical ties to Cuba, while the other nations I've mentioned are in the best military and geographical position to defend these islands from overseas imperialism. The other islands of the Caribbean Sea are more distant from the continent and, here and now, I stake no claims upon them.
I now question the fairness of such a division. Why is Mexico, with its thousands of former Cuban residents, denied access to Cuba and instead gains the (in our world) small former British island of Jamaica. Mexico and Cuba have long been united in our world, longer than the Southern Republic in its.
In any case, the island of Jamaica is further from our shores than the large island of Cuba. I propose that, instead of slicing and dicing these islands like so many parts of a pie, they instead by administrated by a united organization formed by the members of this conference, and other nations in the Western hemisphere that is willing to join.
3) The construction of a canal in Central America. I have heard that the Empire of Mexico of the NAFTZ is thinking of the construction of a canal in what was known as Costa Rica, while Columbia & Guyana in South America have claimed the territory and plan to build a canal in Panama, even now having their warships patrolling to Caribbean coast of the region. Today, I call instead for the construction of a sea-level canal in Nicaragua that will be far less costly and take less time to construct as it will require no locks whatsoever. Columbia & Guyana is invited to send their view of the project to this conference via radio. It will be open to all our nations and the Canal Zone can be defended by a multinational force.
I here that again, the NAFTZ has a large technological edge that could be used to construct such a canal. I say, why not construct both? Two canals are better than one, and if some hypothetical enemy were to seize one, we would still control the other canal. But the expenses of two such projects would be, well, twice as big.
I therefore support the Industrial State's proposal, with the addition that the same multinational organization, an American Alliance if you will, set up to oversee the Caribbean islands, could also oversee this canal.
4) An agreement to end air piracy in North America. I am embarassed to state that this scourge seems to have originated mostly from the chaotic history of the ISA's early portion of the 20th century and was brought with us in the Event. We had all but crushed this scourge in our own universe before the Event, but these pirates have since moved out of the boundaries of the ISA to other portions of the continent and, we believe, overseas to parts of Europe, Africa and Oceania. I hope that we can reach a mutual agreement in which our military forces will cooperate to some degree to bring to an end the threat of air piracy to our commercial traffic.
The history of the USM has fortunately been free from this scourge, but our own military forces will be put directly onto this problem, and will be willing to cooperate with other nations. Air General Sophia Miados will discuss matters further with other nation's military delegations.

Mexico wholeheartedly supports this resolution, and yet again I see how an American Alliance could be incredibly beneficial to the solution to these problems. The Mexican Federales have sent Commisioner Vincente William to discuss further matters of international cooperation to fight terrorism, and I'm sure that General Miados will also be interested in such affairs.

Mexico would be honored to send some of its finest pilots to compete in such an event. In fact, I was a member of the AFM once... perhaps I should try for an entry.

As I return to more serious matters, the President has not addressed the serious economic concerns facing our respective nations. With the vanishing of international finacial markets, the peso has become absolutely worthless for international trade.
I propose that the nations of North America combine to do something about this matter. We should establish new international finacial markets. The Mexican Government would be happy to provide facilities in the city of Tampico for a North American Finacial Exchange of some sort.
I would also like to address the issue of the non-attending nations of North America. What of the Empire of California or the Sultanate of Maiyya? We have learnt little of these nations, but it would be unfair to simply deny these nations no say in the destiny of North America, but we cannot stop them from denying such a say themselve. We would again like to extend an open invitation for those nations to join us at this conference and discuss matters of great importance.

Greetings to my fellow North Americans. We of the Southern Republic of America are greatful for the invitation to this important confrence on North America's future in this strange new world. We do not know too much about the other nations of our continent, and thus do not know where our histroy changed, but it appears to be at what the Industrials call "The Civil War", and we call "The Long War".
However, there are more pressing matters at hand. For example, a airship travel line between our nations is a good idea and should definately be created, and the Southern Republic would be willing to find volunteers to help in construction of docking facilities in any nations. The levitating technology also sounds interesting, but we admit we have not heard of it.
On the second point that was made by the Industrials, we realize that the uninhabited islands will cause debate. Our own nation gained Cuba when we lost Hispanola in a war with the United States, but would be willing to pass our claim over to a jointly ran Caribbean Island Authority.
As for Canals, in our world there was a water-level canal in Nicaragua, and has worked excellently. Thus, we will support such a canal.
We have not noticed any Air Pirates in our region as of now, but we will focus our attention on the skies. We hope that these pirates can be reasoned with, or if that is not possible, they should have thier wings clipped.
The Unionist terrorist movement sounds similair to an establishment that existed in our world after the Long War, which was exterminated only through extreme action. Our nation will fight any terrorist that dares enter our soil, and we are capable of doing such without outside interference.
As for your races, we're sure that many of our nations pilots and horse racers would be willing to compete, and in fact would probably sneak in if you didn't let them! (chuckles)
And now I bring up another matter. How are we to organize a currency exchange? We must officalize some sort of exchange, as already enterprising counterfeiters have produced money for the "Grand Republic of Nicaraguania", claiming it was transported, and it's money is worth many of our dollars. I suggest we, for the time being, agree to stablize our currencies 1:1, if possible.

Greetings! I am Victorius Alexandius Sabillonus, formerly of New Leoland and now a citizen of New Saxonland. I played some small part in the union of my two nations in the days after the Event, and I have been asked to be New Saxonland's representative to this conference (OOC: He was the driving force in this merger) (OOC: New Leoland has had a fashion in recent generations for "Classical Latin" sounding names).
First, New Saxonland already makes use of airships, as we long had used up the supply of petroleum and were forced into this measure. We now are developing hydrogen fuels provided by solar power, but these are not economical for airflight yet for anything but our military. Of course, aquatic travel was long free in our world and we support this. We agree with point one.
Second, we do not feel that there is a hurry to begin occupying the uninhabited lands. They should be there if they are left intact, and there are many complicated issues in who should colonize them. We suggest they be protected from squatters until these issues are carefully resolved. We disagree with point one at this time, although we expect the uninhabited lands to eventually be settled in a proper manner.
Third, our world also had a sea-level canal at this location. It was quite useful in transportation, although we suffered a few ecological problems caused by the exchange of Atlantic and Pacific species. Our Industrial Revolution was somewhat earlier than that of many of the other nations here in Mosaic Earth, and we also had a war which imposed an immense environmental disruption to our planet. We learned the hard way how Man can injure Earth. We agree with point three, with the amendment that measures be taken to isolate the sealife populations of the two oceans, which could be done cheaper than locks in a "Panama Canal".
Fourth, we have never had significant air piracy in our old world, although sea piracy is another matter (fortunately centuries past). We are sorry this evil has been introduced into this world. We agree wholeheartedly with point four.
Fifth, we have had a certain amount of terrorism in our history, usually over religious as opposed to political issues. We sympathize with the ISA President, and endorse point five.
Sixth, my understanding is that we had such contests in the early days of airflight in our world, centuries ago. To the best of my knowledge, they have not been held in living memory. The pilots of airships and aircraft in New Saxonland may wish to take part in such contests. I would expect them to, although my personal experience in flight is the time I fell down a stairwell and broke my leg (laughs). I will look forward to seeing such contests. Point six is endorsed.

Hello My name is Julia Nixon, I am the Secretary of State for the Pacific Republic, and I'm here at this Conference representing the North America Free Trade Zone. As you can see by our name we support Free Trade. In my World the Nations of North America joined in a Trade Agreement in 1916 just after the end of the First Great War.
Our host has proposed

The NAFTZ Also supports the establishment of a control system for Air Control. And the Free Transit of Commercial Vessels, Subject to only normal Customs & Inspections. NAFTZ has already began the realignment of broken roads. In our case it usually means a Bulldozer grading several loads of Gravel, as the NAFTZ has few paved roads outside the Cities & Towns. We will gladly cooperate with our neighbors in restoring Rail Links. As for our Mav Lev System while we will gladly licence the Technology, It was not a Cheap System to Establish, Some of the Minerals needed for the necessary high temperature Superconductors are expensive, and it took a combined afford over twenty five years to build. Whe can only hope that the different levels of technology whe all bring, may work together to improve us all.

In regard to the Empty Lands NAFTZ joins our sister Nation of Mexico, in opposing the Immediate division of these areas, But the NAFTZ has no objection to Squatters. Instead the NAFTZ proposes

Whe Reply In regard to the NAFTZ construction of a Lock Series / Lake Canal in Costa Rica.
1] The NAFTZ has studied topographical data both from before the EVENT and recon Data gathered Since.
2] The Panama Canal. The NAFTZ is aware of Columbia's claim to the area of Panama, NAFTZ hereby renounces claims to Panama. At this time a delegation is flying to Bogota, Columbia to discuss the Boundaries in Question. NAFTZ believes It option is easier, and cheaper in the long run. Columbia is of course Free to Disagree.

The Intelligence we have received indicates that, The representative from Saxonland grossly understated the "few ecological problems", and Well the representative from the SRA didn't mention his worlds problems at all. For this reason NAFTZ opposes the idea of a sea level canal. Instead we propose the following {turns on Plasma Monitor behind her} As you can see we are planning a series of Locks. Unlike My worlds two side by side locks, We will have a Set of 'Six Twin Locks' ranging from 200 meters wide and 750 meters long, down to a set that is only 20 meters wide and 75 meters long. we feel this will allow for faster time, as the smaller vessel don't have to wait on the large vessels, and vice versa. {new Slide} as you see this will lead to a lake formed by reworking several mountain passes. And by the building of several large Dams at the mouth of those valleys. The Dams will not only form the lake, but provide hydro power for the People who will live and work in the Area. The Emperor has already instructed his Interior minister to draft a Bill which will make {New Slide} these Islands formed by the lake into National Parks, this bill will be presented to the new Mexican Senate as soon as the new Constitution is approved.

The Intelligence we have received indicates that, The representative from Saxonland grossly understated the "few ecological problems",
First, a quibble...it is New Saxonland. Saxonland = England.
Second, the representatitive is trying to be diplomatic and avoid dramatic language.
Third, the Mithras world has had bigger ecologicical blunders than this. It took them longer than OTL to realize why the Ozone Layer was disappearing, and by the time they took action it was much worse than we see here. Also, they had the War. These two tend to overshadow "second tier" ecological disasters like the sea level canal.
Fourth, they have rebuilt the canal (destroyed in the War) and have taken measures to prevent exchange of any more species. They would be glad to share these measures with the other nations of Mosaic Earth...after all, this would get them some "brownie points" with those nations!

We would like to thank President Rodham for the invitation to this conference, and all of the representatives assembled here for their attendence and comments.
We are indeed desirous of good relations with all of our North American neighbors. I am quite sure that relations with the ISA will continue to be cordial, and it is our hope that the same will be true for all the nations with whom we share this continent.
I believe a word needs to be said about our institution of wassalijâ. Wassalijâ is an institution whereby two nations, or persons, enter into a relationship in which one, the arjos, assumes the obligation to provide defense, guidance, and support for the other, the wassalos. The wassalos, in turn agres to provide token tribute, favorable trade, such troops as may be needed, and similar benefits. Neither nation imposes its laws or culture upon the other. Indeed, it is contrary to dedmâ to do so, as each people has its own dedmâ as the social extension of the cosmic principle of wirjânjâ. Neither is the relationship one of mere exploitation. To be sure, there is benefit to the arjos, but there are also many benefits to the wassalos. Further, except in special cases, the wassalos is free to leave the arrangement, either to seek another arjos, or due to no longer needing protection and support. In our history, this arrangement has served us well. It has protected small and vulnerable nations from conquest by predatory empires (all, thankfully in the past), and has helped other peoples to attain the same levels of strength, prosperity and technical skill as the Galetoi.
The Ulatis of Nouiolitawijâ is a long time wassalos of Litawijâ in both of the worlds from which our two nations come. It is an arrangement appropriate to two states who are father and son, of one dedmâ, and one lineage. It is even more appropriate now, when Nouiolitawijâ has been reduced by the Event to a population of some 16 million, and has lost 90% of industry and agriculture alike, while the father country is nearly unscathed, preserving a total population of some 55 millions, and both of them in need of immediate trade and mutual assistance. We do suggest that these routes be carefully defined, so as to better maintain the safety of travel, and the condition of port and aerodrome facilities.
2. We have very little interest in what happens to the islands of the Caribbean, as they are not inhabited by our people, nor adjoining any lands so inhabited. We will support the opinion of President Rodham out of friendship, and then whatever the decision of this conference shall be.
3. It is dedmâ for all peoples to show proper respect to the land and Those who dwell within it. This extends also to matters of the natural toutâs of plants and animals, including the natural relationships existing among them. For this reason, with regret to our host, we must urge that the canal be constructed with locks, in such a way as to preserve the creatures of the oceans.
4. We are in the fullest possible accord with the need to end all forms of piracy, and pledge our enthusiastic support.
5. Again, we are happy to pledge our support to any efforts against terrorism on this continent.
6. We will be happy to send representatives to the races. I am sure that the details can be worked out by all of our offices, and with the sport-guilds involved.
Now, as to some other proposals:
1. With respect, we must insist that the empty lands may prove very useful in helping all of our countries to stand up again. We are very much in favor of protecting these lands, but we would prefer that they be divided among the nations that border them, in a fair and equitable manner.
2. For now, we would prefer a simple one-to-one convertability of currency. This is the simplest, and the method which will aid us in making the rapidest possible recovery. It is the method decided upon by the nations of most of Europe, and following it would thus be most exceeedingly benefical to trans-Atlantic trade.
3. On this note, we oppose the concept of "free trade" as many nations here seem to understand it. Our societies are based on reciprocal, long-standing agreements among different states, peoples, ranks, and trades. We would prefer to see trade managed by the nations involved to as to genuinely benefit them. How do we gain if trade drives our people out of work, or gives to their lives a chronic instability and fear?
4. We are extremely dubious of the notion of all nations adopting the same weights and measures. Our weights and measures are ours, by immemorial custom. What would be better would be an authority that can define how all our different systems of measurement relate to one another, and convert.
5. We are in favor of action to catalog the various works of art we may share, or not share.
6. It is our law that copyrght and patent to works and inventions revert to the cerdâ (guild) concerned with this invention, or to the families of the inventors, in perpetuity. Likewise, the licensing of such copyright and patent is strictly regulated to keep it affordable by those who need it. We do not understand the concept of "public domain", and would refuse it except in such cases where no family or cerdâ exists relative to a work or invention.
7. We entirely support the banning of whaling and drift-net fishing. While such has been the custom of our people in the past, we learned the hard way that these customs were contrary to wirjânjâ.
8. With respect, our standards for our professions, indeed, our very ideas of professions, are our own. We do not want anyone to impose their laws or customs on us, ever. Instead, let us try to establish what each standard means in terms of education and ability, that we may understand them all correctly.
9. Again, our marriage laws are our own. We believe they are much in accord with those of other nations, and so would back efforts to establish mutual understandings. But we want no international marriage laws.
10. We would normally oppose the free flow of agricultural goods as possibly injurious to our farmers. We are willing to support, for now, as a means of dealing with the present emergency. We would, however, prefer to revisit the matter in five years' time to begin regulating agricultural trade in such a way that all have their interests met.
11. The notion of banning servitude is also an attempt to impose the culture of one upon all. This is contrary to dedmâ. Further, the notions of voluntary versus involuntary may differ from land to land. A little less than a third of our people are wassoi, persons held in forms of wassalijâ more restrictive than the norm. They are free to change arjoi every seven years, and do. They are held as wassoi owing to their own abilities, needs, and inner natures, and therefore are able to become fully free when they reach a level of honor and virtue able to support full freedom. And they also do this. We have had this institution for thousands of years and it has served us well. We will not willingly change it under any circumstances.
That said, we agree that there is no need to enforce any form of servitude across national borders. Our wassoi are content and rarely desert their arjoi. Those who do, we do not hunt down with any vigor. If they wish to fly to your lands, then let them fly. If they wish to remain, then let them remain. If they wish to be free in your lands, then let them be free, and face the fate that comes to those who are free, yet not ready to be free. In any case, we would not want one who has so given up his honor to return to us.
These are our positions, and we shall stand by them. Should they not the positions of our neighbors, we would wish to establish whatever relationships would allow us to live by our own dedmâ, and they by theirs. We wish only the most cordial relationships among our peoples, and so we additionally urge that for the time being we adopt universal non-aggression among those gathered here. When we are in such straights from this strange act of the Gods, it would be folly to embark on war.

Fellow Delagates it has been proposed that we adopt a 1;1 convertibility for our money, The NAFTZ must oppose this. Lets us take a Simple illustration to show the problem.
Suppose that in the NAFTZ, one Peso buys one loaf of bread, while in the SWR one Dollar buys two loafs of bread, Are we to say that Bread is twice as valuable in the NAFTZ, or that Bread is less valuable in the SWR. A loaf of Bread is the same in both countries. Then are Whe to allow a trader to take a Peso to the SWR by two loafs of bread, return to the NAFTZ and sell them for 2 Pesos, then 4 then 8.
In the Early 17th century European traders took advantage of such a difference in the Value of Gold and Silver , Such as to Bankrupt Japan, and drive it into 200 years of isolation.
For now whe need a Standard, Whe have calculated a Basket of good and services against the standard of 2.5 grams gold / barrel of Oil. Later after the Trade in goods and Services is again working, then whe can start letting our Money float against each other. In till then the NAFTZ supports a Standard of Measurement.

The USM supports the use of gold as a common standard for trade until the North American Financial Exchange is completed. A 1:1 exchange would be unacceptable, especially with the case of Nouiolitawijâ.
Regarding the NAX, the USM proposes that a board be formed in the next two weeks consisting of two members from each participating nation. The board will choose a chairman every year and oversee the running of the NAX. The USM will appoint Secretary of Finance Mia Alvados and MTC Chairman Hugo Harvez as our board members if the plan is set to go ahead.

Quite to the contrary. The Nouiolitawijan argantacos is essentially identical ot the Litawijan argantacos, and was unified with it as part of the Treaty of Wassalijâ. The Litawijan argantacos, in turn, is identical in value with all currencies rendered convertible under the Genoa Accords. Thus, by assigning equal value to the argantacos you make trade with Europe much easier, and boost all North American economies.

In Comparing levels of Technologies, We have realized that whe all use Differing Operating Systems for our Computers. As such they can not talk to each other, Nor can many of the programs run on the other systems. It is obvious that while NAFTZ has a slight edge in computer speed, The Commonwealth is ahead in Voice recognition, and New SaxLand is ahead in Memory Storage.

The ISA would like to submit the names of Secretary of the Treasury Deborah August and Gregory Whittly, a prominent member of our nation's financial community.
As for the matter of the Caribbean islands. We are not sure about this proposal of placing these islands under a joint agency for the eventual purpose of building them into seperate nations. This seems to me to be counterproductive. These islands are empty in this new world, this Mosaic Earth if I may use a term that has been used as of late, and have no native nationalities. I am quite sure we can work out a fair division of these islands between the ISA, the United States of Mexico, the Southern Republic of America, the Commonwealth and perhaps the Southwestern Confederate Republic. Perhaps the USM and the Southern Republic can work out a fair division of the island of Cuba so that Mexico's Cuban community can start their new lives. If the USM wishes to grant them eventual independence, that is their affair. If Mexico wants this portion of Cuba instead of Jamaica, then perhaps that island could go to the Southwestern Confederate Republic. In the end, I am confident our nations can come to a satisfactory arrangement.
One final point: does the distinguished representative from the Commonwealth have anything to add to this conference? I'm afraid your nation has been conspicuously silent.

If mexico wants that part of Cuba we would be happy to take Jamaica. The Southwestern Confederate Republic has built its forces so we would be able to take on the duties

1) Skylines? What do you mean by this?
For the use of ports I would agree with this upon further knowledge becoming available about the various worlds which now make up this one.
2) This requires further consideration, simply dishing out the islands to different nations is not a good idea.
3) The thought of a canal in Panama is a odd one, the construction of a canal will be good for the future however at the moment it seems that the western coast of the continent is largely empty of civilization worth bothering about.
We have more pressing matters to consider, it is crazy to consider constructing a canal this early.
4) I do not see how air piracy could be practical. Further study of just how it came to be is needed here.
5) This could work though the re-uniting of the American continent is a goal for the future if we can not find our way back to our homes.

The NAFTZ takes exception to the Delegate from the Commonwealth, remarks about the West Coast. Whe would also point out that a trans Isthmus canal would not just be used by north America, but by all the Nations of the World.
The NAFTZ still considers the Home steading option the best, But if the Conference decides to allocate the Islands them The Empire of Mexico Supports our Sister nation of Mexicos claim to Cuba.
