Note: This is strictly "in character". This is strictly for discussions in regard to military, economic and diplomatic matters between the nations of Litawija, Union of Visegrad, Republic of Germany, Federated Republics of Spain, Republic of Libya and Kingdom of Italy during a two day conference in Genoa.

Silvio Buenoventura’s Welcoming Address, 26 August 2004 0800 hours
Gentleman:
Italy greets and welcomes you and thanks you for accepting our invitation to try to reach some sort of agreement that could decide the future of our nations in this new world. Other nations were invited but we decided that your nations best represent the peaceful future of Europe.
Allow me to see in your decision the homage of all nations that you represent to a nation that you barely know, but considered this nation a friend and in good faith accepted our invitation to attempt this meeting. A nation that as yours was transported to a veritable Mosaic Earth.
We must continue our efforts to further understand and decipher the causes of the Event, which had just shaken our world to the core. We must continue our efforts to find a way to return to our own worlds but for the time being we need to ensure the survival of our nations as best as we can and the best way is thru the sharing of ours struggle with nations that also considers their survival as the main prerogative of their existence.
We have many items to discuss and our time is limited due to the Conference called by the nation of our esteem visitor Mr. Sikorski on the 28 of August. I recommend we use the treaty between the Litawija Kingdom and his neighbor the Kingdom of the North as a guideline of what we are trying to accomplish.
You are assembled in order to create a working relation between diverse cultures and that task is a very difficult one indeed, but our temple will prevail. We hold together the future of this Central Europe and the Mediterranean area. I leave you, gentlemen, to your grave deliberations, and I declare the Conference of Genoa open.

"Let me first introduce myself. I am Armando Diaz, Foriegn Minister for the FSR of Spain. It is a great pleasure for my aides and myself to meet with you. As the Signore Buenoventura said, we are here to build a lasting peace which benefits all. As the Litawija envoys have proposed, the land borders should be firmly drawn in a way that eliminates any possibility of future disputes. The Litawija proposal is acceptable to the FSR. Moving on to matters of commerce, I am happy to say that Spain fully agrees with the equal currency proposal Italy has put forth and that Litawija will be included through a barter system. On the matter of the defense and the security of our nations, I have been authorized to propose a non-aggresion pact with all nations meeting in Genoa, and to propose the decreasing border defenses to more "friendly" levels. We of course understand that after the event all nations had the right to put their armed forces at full alert and to enlargen border defences considerably. Now that the shock has passed however, we believe now is the time o return to peace and normalcy. At least with each other."
"For those of you who do not know, in the area of North Africa exists a brutal fundimentalist state. I am, as well as the Spanish people, ashamed to say that the government of this nation is Spanish and that it oppreses the native peoples. All basic human rights are denied. Spain will not tolerate this. We hereby notify all your nations that the Federated Republics of Spain has issued an ultimatum to the goverment of Spanish Morroco to seize its human rights violations and allow free elections moderated by outside forces. If they choose to refuse we will bring justice to them. God willing, freedom will be once again known in Morroco."

First a bit of Good News. After extensive conclustations with the Oil Nations of Libya, The Federation of Persia, and the Pacific Republic, Whe are happy to annouce a new standard price of 2.5 grams of Gold/Barrel, and Welcome anyone with Oil transport Ships.
On a Darker Note On August 20th the BarBarians in Control of Morocco attacked a Religish Radio Station in Nothern Hesperia. This station was part of a School complex. The final death toll stands at 1023 Children and 257 Adult Teachers & Administraters. At the same time they also attacked religish Broadcasting Facilities in Songia, Ispania, & Libya.
Dispite a understandable desire for immediate retalidation, the affected nations have tryed Diplomatic remedies. The Answers from the Moroccian Barbarians have become more Shrill and Beligerent.
As Armando Diaz, Foriegn Minister for the FSR of Spain. has said. we will bring justice to them. God willing.

Aldo was surprised how fast everyone agrees on everything. Incredible! Aldo shook his head. The currency issue was resolved almost immediately. The decision to draw borders based on the current situation was agreed almost without a fuss. The military stand down in our common borders was approved in a blink of an eye. The military defensive treaty took a little bit longer but at the end was also approved. The longest discussion was in regard to my plan for a Free Trade agreement. It was not approved. The Litawijan minister raised a fuss about trade guilds will not approved this kind of treaty and etc.
I don't’ think my translator did justice to his speech. He was speaking, smiling, gesturing and drinking from a very large cup all at the same time. His appearance is very different to what we consider the norm with his long white hair, the cut of his clothes and his insistence of drinking this sweet but very strong liqueur while negotiations are going on. He doesn’t look like a bad fellow and in reality is the only one I sense I can trust in this table.
The Minister from the province of Libya, I can’t bear myself to call nation that pack of traitors, Yasser Arafat seconded his motion for trade based in the Litawijas Kingdom’s treaty with the Kingdom of the North. Arafat is always smiling and seems likable enough, but there’s something about his eyes I don’t like. And that was pretty much it for my proposal. It was defeated 4 to 1 with my vote being the only one in favor of free trade. Damn!
But everything just began to get interesting about 45 minutes ago. First the Foreign Minister from the Spain Republics gave a very passionate speech resuming first our agreements but turn the matter to the nation of Spanish Morocco and their fanatical type of Catholic Church as a menace to the democratic nations of the area. Then a very elegant Black man spoke in Latin; the representative of the nation of Hesperia, giving a very dramatic example of the damage these religious fanatics can inflict.
I guess I better give a speech. There’s some other things going-on on the world and in our new spirit of cooperation we could do something about them.

“Ladies and gentlemen, the horrors our esteem colleagues just mentioned are true and more.” (Aides pass around folders with pictures and reports in regard of atrocities committed by the Spanish Moroccan government during the last month.) "The files that are being pass around are a cooperative effort of the intelligence services of Libya, Hesperia, the Federated Republics and our own."
“As all of you can see this religious zealots have burned in public displays hundreds of innocents in a name of their so-called Catholic Church. Their last attacks were the one mentioned by the Hesperian representative a couple of minutes ago and another one the same day in Libya. This last one wasn’t as bad the Hesperian one but the principle is the same. These animals will not stop at anything in their attempts to destroy everything they consider being evil according to their warped standards.”
“That’s why we propose that if diplomatic efforts fail, we should combine our efforts in the direction of eliminating this threat to international commerce and to the peaceful nations of the Mediterranean and West Africa as soon as possible. Of course, I hope our nations see this as a last resort to deal with this menace.”
“But they are other events going on the Mediterranean as we speak. The Libyans (Foreign Minister Motta can't stomach calling them a nation) have moved into the area formerly occupied by Egypt, now empty of human habitation. Also we want to announce that our nation is annexing the also empty Ionic islands and we have established settlements in the island of Crete. We hope that these events meet your nations combined approval.” (Video screen on the back shows a map of the areas talk about.)
“ We should also consider the events occurring as we speak in the Middle East. A so-called Crusader States is resisting a Holy War from an also fanatical nation and the situation while not desperate as we speak could get worse.” (Same video screen on the back changes to a map of the areas in conflict.)
“I plea that we must decide what should be done or at least create a combined contingency plan to deal with this very dangerous situations to our nations’ security if the times comes. Thank you all.”

I am the Foreign Minister from Libya, which in It's own Time Line, was a Province of Italy, that was in the process of Mutually agreed Independence. I feel some Tension with Foreign Minister Motta, due to the fact that Libya was a valued province in his Time Line. I hope that in time this fracture Caused by the EVENT will be healed, There are other Nations here that suffered similar loses. Half of Hesperia comes from a sperate Time Line from the other Half.
I must Apologize as it seems that this Morocco comes from a Sibling Time Line to my own. In 1815 at the Congress of Vienna, The Americans turned over the Forts in North Africa, they had built to Spain and Naples. In my Line Naples got Tunisia, in Morocco's line the Spanish Got Tunisia. How this change caused this large a Difference we have yet to determine. In my time line Morocco was a peaceful Secular Nation with many different religions, & allied with Spain. Libya would have been glad for a similar relationship with this new Morocco.
Libya has a long history with Fanatics, as in it's Time Line they controlled Persia, Arabia, and Egypt. Libya was building a 1500 km wall along it's Eastern Border to prevent their infiltration. After the Event Libya needed to find jobs for these workers. As the Suez canal was a Major Economic necessity in Most of our Time Lines Libya has put these workers to constructing a new Canal.
[Araffat puts series of pictures on TV Screen] As you can see our engineers plan : Twin 500 meter wide Sea level Canals. [second set] We are also starting four new cities, one at the mouth of the Nile, as the Capital, One at the north end of the proposed Canal, one at the south, and one at the mouth of the Gulf of Suez. [third set ] We are also constructing a Defense wall 5 miles east of the Canal. Libya has No claims on the Sinai, East of this defense. Libya also renouses any claims to land South of the 20th degree north latitude
Libya is offering to set aside up to 100 acres For any nation that wishes to open a consulate in Suez City to handle any problems with it's Citizens.
Libya is Guaranteeing Open Access to any Nation that wishes to use the Canal, except in times of War, When it would be closed to both sides.
With Libya's Annexing of the area of Egypt, there is a plentiful of open land, Libya would welcome Immigrants who wish to become Productive & Loyal new Citizens of Libya.

I am the Foreign Minister for the Empire of Mexico, I am also representing the Pacific Republic at this Conference, While I am just a Observer Here I too have a Presentation. As You all can see there is no doubt at all about the source of the terrorist attack. In Our Time Line our Countries were part of a Global Colilition against Terrorism. Our Countries see no reason why we should not continue that war, [Muttering in back of Hall as several countries that had dismissed the Mexicans due to the Airship, Realize what the source of the Film has to Be]. As such the Governments of the NAFTZ pledge Help to any Nation that is attacked by Terrorists in the same Fashion as has happened here.

As most of you already know, my name is Medugenus Galadunantos, and I represent the Rîgion of Litawijâ. We are very glad to be here. After the Event, as so many are calling our mysterious arrival here, we had no idea what to expect. It is a very good thing that, whatever our other differences, we can meet together to work out a common plan for survival.
If you will pardon my being candid for a moment, that is what this meeting is really all about. In the Event, we each lost cities, factories, client-states, and long-established trade relationships. We each have industries for which we have suddenly no markets, or for which essential raw materials are suddenly unavailable. We each suddenly have more people than we can comfortably feed. And we each have worries about a few countries, like this Spanish Morocco, who are not so reasonable as the states represented here, who perhaps present a danger to some or all of us.
It is good that we have so much we can agree on. It is clear that mutual convertibility of our currencies is necessary to any trade whatsoever, and we are glad to support it. Mutual nonaggression is the prerequisite to any kind of stable order in Europe, and so, again, we are happy to support it for the types of reasonable states represented here. The solution to the minor border problems created by our unforeseen arrival is simple enough, and we are glad that all have agreed to respect current borders. We also need to get our citizens used to one another, and the exchange of information is vital to adapting to one another’s different technologies, understanding one another’s values, and maintaining continued excellence in all fields of knowledge. Such has formed the basis of our mutual agreement here, and it is good.
We have opposed what is called “free trade” here. Along me to make clear, again, the reasons why. We do not do it out of unfriendliness. However, our economy is based on long-standing, carefully regulated relationships among all of its sectors, so that prosperity may be maintained, and the proper honor accorded to each profession, in accord with what is deserved. Our understanding of “free trade” is that anyone could trade in anything across international borders, without regard for the consequences of such trade on those who produce or buy the goods in question. To this I say: we have all had disruption enough! Just arriving here has damaged our economies, and undermined relationships and practices that have existed for centuries. Trade is needed, but “free” trade is too much of a good thing. None of us will benefit from guilds whose members are suddenly thrown out of work, or from (almost certainly unwarranted) suspicion that one’s neighbor is deliberately striving to reduce one to economic dependence, or from unpredictable changes in prices.
The alternative to this “free” trade is not trade isolation, nor a return to the barter system, nor selfish protectionism. Rather what is needed are careful, reciprocal trade agreements among all the nation gathered here, which benefit each of us where we actually need benefit, and which maintain a stable environment in which new businesses and entrepreneurs can make their way with the assurance of knowing the rules, and in which established businesses can make long range plans secure in the knowledge that they do indeed know what they know.
I have heard much talk here about the subject of economic growth. I would urge us all to remember that growth is but a means to the end of maximum prosperity for our people, over the longest possible span of time. Indeed, growth without stability damages our people, and leaves them more often poorer than richer. We need together to establish the basis of a European order that will allow us to grow together, slowly and carefully, but never falling back.
This, I think, well within our power, and we have made a good start here. Let us continue to fulfill this duty – maintaining peaceful relations among one another, helping build prosperity in one another, and protecting one another against those who rule by injustice and oppression.
This is my aim, and the aim of my country.
