The City of Bostonia
Governor's Homestead
18 Georgia Street
State of Pacifica
United States of America

The Governor's Homestead was a beautiful building, with high painted ceilings, columns done in the Corinthian style, huge bay windows, and beautiful paintings lining the walls. In a small office at the end of a long hallway sat a tall man, of obvious Scottish descent, speaking to a shorter islander. The tall man, Governor William McCarthy III, spoke without any real accent, but was definately worried. "Do you mean to tell me that the entire outside world is... gone?" The islander seemed just as worried in his responce. "Well... Yes, sir. When we try to contact California, we've gotten a variety of responces, including one from what claims to be 'The Confederate States of America'..." "Do you mean to tell me we've been transported to an al-ter-nate dimension?" "Um.. that's one theory, sir.." "Well, we'll have to do something about this... find all the legislators, we've got to take a worst case scenario, and I think it doesn't get much worse than being stranded in whole 'nother time!"

About an hour later, an emergency meeting of the Pacfican Legislature took place. Many seats were empty, as the legislature had been on break, and some had left the island area. However, they had managed to pass the Emergency Resolve Act, which basically stated the following:

"1. That, due to the circumstances, Pacifica shall act as it's own government, following the United States Constitution, with the following alterations:
a. That the part of Congress be taken over by the Island Legislature indefinately,
b. That the office of President be taken by Governor McCarthy until conditions have stabilized enough for an election
c. That as Acting President, Governor McCarthy shall appoint a 3-justice Supreme Court

2. Having recognized the authority of this government can only go so far, the Territory of New Vietnam shall be allowed to run it's own affairs, subject to the fact that its sovergienty may be revoked, and shall run under the terms of the Constitution of 1985.

3. That this government shall be granted complete power for a period of no more than six (6) years, to stabilize the population and provide for thier defense against fringe elements."

Finally, the radio towers across the islands were set up to broadcast a message accross the airwaves, asking for any signs of the United States Government, or any information on what has happened.
