In OTL, the Anglo-Dutch Treaty of 1824, ceded all Dutch territory in India, Ceylon and the Malay Peninsula to Britain in exchange for all British posessions in the Indonesian Archipelago. A further clause was that the Dutch were to give up any claims on Singapore.
WI the Dutch made the argument that in giving up Malacca they were ceding an extremely prosperous trading port and, as such, should be given title to Singapore and the British agreed to this.
The VOC could then set up Singapore as it's major entrepot for the China trade while using Batavia, as per OTL, for the East Indies trade.
How would this island have developed under the Dutch?
You'd still probably see the immigration of large numbers of Chinese and with the relatively small numbers of Malays this could mean that the Chinese would soon constitute a majority as they did in OTL. Also, it might make a good place for a number of Burghers to resettle (the Burghers are the Dutch-Ceylonese Eurasians of Sri Lanka).
