Your challenge, should you choose to accept it, is to create a French-dominated Latin League by the year 1900 with a POD no earlier than 1852. The Latin League must include at least France, Belgium, Spain, Portugal, Italy (or all the Italian states not under Austrian rule if the country isn't united), Romania (or both Wallachia and Moldavia if the country isn't united), Brazil, and 2 other Latin American states. Bonus points if the 2nd Empire hasn't fallen.

But it's supposed to be more of an early EU, not an empire, right? And even that is difficult...

Well there was the Latin Monetary Union started in 1865, it linked the currencies of France, Belgium, Italy and Switzerland. Later Spain, Greece, Romania, Austria, Bulgaria, Venezuela, Serbia and Montenegro joined too. All of the said countries basically had a common currency with a fixed exchange rate. However, politically there was nothing made of it, perhaps have a loose customs union drawn up too.
