After the short-lived Communist revolution 1919 in Hungary, admiral Horthy declared Hungary a kingdom again, making himself regent of the empire.
However, at that time A-H's last emperor Karl was still living in his exile on Madeira. WI Horthy had made him come back to Budapest and reign officially?

Made him come back? He tried to. But was blocked, by Horthy among others....

OK, makes sense. Hm, Karl died quite early, in 1922. Maybe they could've used his heir Otto as a puppet.

Karl even did try to. Sold of the Crown Jewels for some financial support, and then entered the country. Pretty much in the open, by train, and without any real armed defense.
Didnt get himself killed, but of coruse that glorious plan didnt exactly suceed, either...
Horthy's Hungary was only in name a monarchy - de fatco it was a dictatorship by Horthy, who didntw ant to give up power.
