I need a picture of what a 54 star american flag would look like (The 4 being Guam, Puerto Rico, Jefferson and Washington DC)

As the USA gets more states, some time will come a number when a symmetrical arrangement of the stars on the flag is impossible or difficult.

This is an interesting mathematical problem ("the Star-Spangled Conjecture") but I'd wager that it would always be possible to create a symmetrical array of stars. :D

But eventually you will just have light blue instead of stars for any reasonable viewing distance.

A 54 stared flag would have nine rows of six stars.

I would think Guam doesn't have the mimimum population to be a state ? Also, what is Jefferson ?

AAMOF there is no legal defernition of the arrangemant of the Stars on the American Flag, While the Symetrical arrangement is common, You can arrage tem in circles, squares, or a star of stars.

Jefferson is the coastline counties of Northern California and Oregon. They feel unappreciated by the urban areas.
