Is there any plausable post 1900 POD or set of PODS which would cause the UK and Japan to be military allies in military rivalry (whether or not involving actual fighting) against the US?

Yes, several.

Most likely one would have to do with having WW1 go differently enough that America comes in on the German side... Japan decides to take the Phillipines (They took the German Pacific colonies OTL, after all)
Yes, several.
Would you like to share them with the class?

I wrote a TL with the POD that the Ottoman defenses at Plevna crumbled, enabling the Russians to take Constantinople.
The butterflies from this defeat to British interests make Britain more cautious/paranoid on the world stage, so they ally up with Japan earlier and keep the alliance even after TTL's equivalent of WWI (which really needs to be fleshed out better--it involved Germany vs. Russia and was ultimately a stalemate).
Eventually Russia and Britain go to war in Persia and India; Japan takes the opportunity to invade Siberia.
The US gets involved somehow (the US and Russia had been rather friendly since the Civil War)--the Japanese nuke Pearl Harbor (using a weapon "borrowed" from Britain) as part of a nastier Pacific War.

I posted on this on the Japan victorious thread several hours ago: yes.
I did not even venture into the details of Japanese internal politics, which excacerabate this.
Anything from 1917 onwards permits this, especially if no actual fighting (ie Cold war situation) start with Russian Revolution for PODs, on which I have posted before.
Lots of things are possible in the 20th C if you cut the UK away from the superpowers.
