This might sound like a stupid question, but its a legitimate one. If one nation attacks another, and sues for peace, does the other nation have to accept it?

IE if Japan bombed Pearl Harbor on December 7 and invaded the islands on December 8, and sued for peace on December 9, does the US have to accept the suit, or could it ignore the suit, and go to war with Japan?

I can't find that much information on this other than losing powers sue for peace for more favorable terms, surely a nation that strikes as I have suggested of Japan can sue (or try to sue) for peace in the immediate aftermath of an attack to keep the other from retaliating.

No, the other nation doesn't have to accept.
